Please note that Five Events which have been Star Marked (*) above shall get 15 seconds
Grace Time after the completion of the Maximum Time Limit. However, for all other Events the
Grace Time Limit shall be 30 Seconds.
For Classical Vocal Solo, Classical Instrumental Solo (Percussion) & Classical
Instrumental Solo (Non-Percussion) at Nationals, the minimum & maximum time limit shall be
12 mts. & 15 mts.
Debate & Elocution – At Nationals the Minimum and Maximum Time Limit shall be 7
min. & 10 min.

A. Eligibility Rules:
1. Only a bonafide, full time student, who is enrolled for a degree or post graduate
degree or diploma course which is of a minimum duration of one academic year and
whose examination is conducted by the University, shall be eligible. Even
Intermediate students are eligible for participation in this festival but they will not be
eligible for selection in the University team.
2. All students participating in the Youth Festival Activities shall fulfil the following
conditions:
a. Not more than 7 years should have elapsed since a student has passed the
examination qualifying his/her first admission to the degree course.
b. Only students, who are less than 25 years of age as on 18th December, 2024
can participate.
3. A student employed on full time basis shall not be eligible to participate.
4. Provisional admission to a course of University/College shall not make the student
eligible to represent the college in the Inter College Youth Festival.
Strength of Contingent: Maximum 49 (39 + 10) per college.
Note: Accompanists would preferably be students, who will be given Participation
Certificates. However, outsiders may be allowed if a suitable student accompanist
is not available. At the most 5 outside accompanists are allowed, who will be
included in the contingent of 49. Participating Colleges are requested not to bring
any extra person.
Contingent Incharge:
The participating College shall send a maximum of two persons as Contingent
Incharge, who will maintain liaison with the Organizing Committee of the host
Institution. Lady contingent leader is essential for girl participants. Officials will be
included in the contingent of 49.
Identity Card:
Identity Card with photograph signed by the appropriate authority of the
respective Colleges/P.G. Departments should be carried by the participants.
Other Rules:
1. A cultural Procession/March Past of participating colleges shall be organized
on Inaugural Day before the formal Inaugural Ceremony. Participating teams
are requested to bring their flags and placards for the event.
2. Participating teams are also advised to bring their local/regional costume for
the purpose of reflection of their culture in Cultural Procession/March Past.
3. Participating teams are required to bring the banner of their College.
4. Participating Colleges are informed that the use of fireworks/real arms or
anything that may affect the life and safety of the participants or others is
strictly prohibited. However, if it is unavoidable for cultural performance,
their imitation may be used with the prior permission of the Organizing
Committee or the judges.
5. Recorded music is not permitted during the Folk/Tribal and Classical dance.

5. Certificate for age proof
6. Admit Card of last examination
