Preambulatory Clauses:
Reaffirming and guided by the core principles and purposes of the Charter of the United
Nations,
Underlining the importance of Article 39 of Chapter VII and Article 56 and Article 59 of
Chapter IX of the Charter for securing lasting peace and prosperity in the afflicted regions of
the Middle East,
Recalling SC Resolution 2720 (2023) of 22 December 2023 on the protection of civilians and
enabling of immediate humanitarian assistance to Palestinians in Gaza,
Appreciating the adoption of SC Resolution 2728 (2024) of 25 March 2024 and the work of
UN Commissions in the West Bank and Gaza for providing humanitarian aid to the refugees,
Deeply concerned about the deteriorating situation of refugees in Israel and Palestine,
Realising the need for immediate active measures to deescalate the prevailing nature of the
conflict in Gaza,
Taking into consideration the protection of the sovereignty of Palestine and providing the
people of Palestine access to basic amenities, education, and civil liberties,
Recognising the diminishing prospects of Palestinian citizens’ rightful claim over Jerusalem
as the dual capital of their state and the State of Israel,
Acting towards achieving economic redevelopment in the affected regions due to the harms
posed to the market economy of the Middle East by the enduring conflict,
Seeking international support and cooperation in surpassing the repercussions caused by the
conflict,
Commends funding by Qatar, India, Russia, France, and Saudi Arabia, totalling $600 Million
to Palestine,
Provided by the Republic of Yemen
Operative clauses:
1. Adheres to the principles of the Charter and works towards fostering international
support and cooperation by calling upon all nations and regional organisations to play
an active role in supporting peace efforts and monitoring international agreements;

2. Suggests all countries to resume funding to the United Nations Relief and Works
Agency (UNRWA) to support healthcare services in Palestine and the system in close
association with refugee assistance, as reaffirmed by Article 55 under the pledge of
Article 56 of the Charter; (Republic of Yemen)
3. Directs cessation of fighting in Gaza to deliver United Nations Relief and Works
Agency for Palestine relief to Palestinian citizens at intermittent periods; (Republic
of Yemen)
4. Further suggests amendments to the Oslo Accords:
a. Israel cede all military, education, health, social welfare, taxation, and tourism
power to the Palestine Authority
b. Areas A, B, and C as prescribed by the Accords be placed in full control of the
Palestine Authority
c. Removal of Israeli security forces from the cities of Jenin, Nablus, Tulkarm,
Qalqilya, Ramallah, and Bethlehem, as well as some 440 villages
d. Arrangements for safe passage between the West Bank and the Gaza Strip
e. Democratic elections to be held in both the Gaza Strip and the West Bank
f. The ‘Two-State Solution’: The State of Palestine be given formal recognition,
and be given admittance into the United Nations as an official member state;

5. Establishes a UN Trusteeship Council to achieve the following:
a. Place the West Bank into the trusteeship council, as Palestine is a non-member
state (State of Qatar)
b. India and Qatar to assume the role of administering authority as they hold
neutral stances in the Middle East crisis (State of Qatar)
c. The Security Council shall, subject to the provisions of the trusteeship
agreements and without prejudice to security considerations, avail itself of the
assistance of the Trusteeship Council to perform those functions of the United
Nations under the trusteeship system relating to political, economic, social,
and educational matters in the strategic areas (PLO)
d. This will remain operational trusteeship territory until both of the following
criteria have been met:
i. Palestine is made an official member of the UN
ii. West Bank’s infrastructure has been substantially rebuilt; (PLO)
6. Appeals to the states of Israel and Palestine to rightfully allow free movement of their
citizens without the threat of injury and disruption in the course of public life to
ensure peace and stability within the city which holds paramount religious and ethnic
importance to both states; (Republic of Yemen)
7. Urges the driving out of the Houthi group in Yemen through the following means:
a. Iran to phase out funding for the Houthi group
b. Multilateral talks between Lebanon, Qatar, Palestine, and Yemen with the
Houthi group (all countries mentioned above)
c. If the above fails to remove the threat of the Houthi group, international
cooperation through the Security Council Military Committee to remove the
Houthi groups by force from Yemen; (State of Qatar)
8. Endorses a free Palestine based on pre-1967 borders; (UAE)
9. Further Endorses the United Nations Peacekeeping forces be there to oversee the
multiple ceasefires in the conflicted regions of the Middle East: (the Republic of
Yemen & State of Qatar)
a. Forces to be provided by India and Russia increasing its personnel strength
from 2000 to 10000 by the Russian Federation
b. Israel, peacekeeping forces to be provided by India and funded by Qatar.
Increasing its personnel from 8000 to 25000 immediately to the United
Nations Peacekeeping Force
c. Peacekeeping forces to be provided by Saudi Arabia and funded Forces
already in the Middle East will be allowed to retain their position and bases
there, with oversight from the United Nations,
d. Expressing its hope that after the creation of an independent sovereign
Palestine nation, all people displaced through the 1948 War, the Six Day War,
the Yom Kippur War and subsequent conflicts would be allowed to return to
their homeland,
e. Deplores the total blockade imposed by the Israeli government on Gaza to be
lifted and all the checkpoints on the border including the Rafah checkpoint to
allow humanitarian aid to be able to reach the Palestinian people,
f. Urges the USA to withdraw their fifth and sixth fleet from the region,
g. Suggests an investigation by the International Court of Justice into possible
war crimes in the war in Gaza,
h. Following such an investigation, actors found complicit in war crimes and
crimes against humanity to be presented before the International Court of
Justice;
10. Reaffirms that after the establishment of the state of Palestine, no Jews residing in
Palestine will be discriminated against; (UAE)
11. An extension of the aid provided by China in Gaza; (China)
12. Further invites to facilitate other Arab nations to provide financial aid to Yemen and
Syria; (Qatar)
13. Desiring the formation of a dedicated commission within the framework of a peace
agreement to facilitate the return process, address logistical challenges, and ensure the
rights of both Palestinians and Israelis; (UAE)
14. Expecting compensation for Palestinians who chose not to return to their original
homes adequately compensated for their lost property;
15. Endorses Jerusalem as an international territory until a time at which the conflict in
Gaza has concluded or adequately deescalated; (Saudi Arabia)
16. Emphasises the removal of all Israeli and non-Palestinian settlements deemed ‘illegal’
as per United Nations Security Council Resolution 2334 (2016) in the West Bank
a. Israel to assume full responsibility for the removal of Israeli citizens,
b. Israel to fund job creation in the West Bank to ensure job security for both
Israelis and Palestinians living there (Palestine Liberation Organisation and
Republic of Yemen);
17. Decides to remain actively seized of the matter.
