BWP Rebate Training

Burbank Water and Power Electrification Program


Electrification 101
- Electrification is the replacement of gas appliances with electric ones,
typically heat pumps.
- CA has voted. All natural gas fired space and water heaters are BANNED by
2030.
- CA’s goal is a 100% electrical state.
- These programs help contractors and customers adopt new technology.
- So, these programs are a necessary part of the electrical future of CA.
City of Burbank
Electrical and water company: BWP (Burbank water and power)

Average home price: $1,176,251

Population: 103,920
Burbank’s Electrification Program
Incentivises homeowners to adopt new Heat Pump Tech.

Available rebates:

- HVAC: $1,000 per ton.


- HVAC - Mini-Split: $1,000 per ton (must REPLACE gas furnace).
- HPWH: $1,500 total.
- There are other appliance rebates which we do not cover.
HVAC Electrification
- NO SEER Requirement.
- Permits Required - final inspection required for payment.
- AHRI # required.
- Must be a BWP customer.
- Must remove gas furnace completely and cap gas line to furnace.

$1,000 Per Ton


HPWH Electrification
- Permits Required - final inspection required for payment.
- Must be a BWP customer.
- Must remove gas water heater completely and cap gas line.

$1,500 Per Unit


Stacking Rebates - HVAC
BWP rebates CAN be combined with other programs:

- IRS 25C Tax Credit (up to $3,200)


- TECH Clean CA ($1,000 for HVAC)
IRS 25C Program
Program designed by the IRS to help homeowners switch to heat pumps.
- $2,000 available PER YEAR for Heat Pumps (HVAC or HPWH)
- $1,200 available PER YEAR for “energy efficient home improvements”
- Air sealing, ductwork modifications, return air seal
- $3,200 PER YEAR total.

- Important note: HVAC and HPWH can’t both use the rebate in a single year.
Over 2 years, this is possible, however.
TECH Clean CA - HVAC
Program designed by CA to help homeowners adopt heat pumps.

- $1,000 rebate available to all homeowners in CA.


- No minimum efficiency requirements.
- AHRI number required.
BWP HVAC Stacking
For a home with a 5-Ton system:

- $5,000 BWP Rebate ($1,000 per Ton)


- $3,200 IRS 25C Tax Credit
- $1,000 TECH Clean CA HVAC Rebate
- $9,200 Total Rebates and Credits.
BWP HPWH Stacking
For any home replacing a gas water heater:

- $1,500 BWP Rebate


- $2,000 IRS 25C Tax Credit
- $900 Golden State Rebate
- $4,400 in Rebates and Credits
TECH Clean CA - EQUITY
Note about the equity program:

The program is still LIVE statewide and has plenty of funding. Income
requirements can be tough.

MOST RETIREES QUALIFY.

With the equity program, the HPWH is nearly free to the client.

BWP HVAC when stacked: up to $9,200
BWP HVAC $1k/ton
IRS 25C: 2k for heat pump
IRS 25C: 1.2k for “energy efficient home improvements.”
IRS 25C: We aren’t tax experts, client must contact tax professional.
TECH Clean CA: $1,000 for HVAC
