Adventure Outline for "Blood and Scarecrows "

1. Act 1: Separate for Ashen, Metropolins and Oceanicans (15 to 17 pages)

 Key Plot Points:


o The Ashen (Haven from the CRB)
o The Metropolins’ raid on a communications center to broadcast the footage of a
young family being exiled with an infant and a toddler.
o The Oceanicans’ diplomatic mission to Haven and the disappearance of Dr.
Burke Adele, leading Oceanican Bioengineering specialist assigned to Haven for
research..

2. Act 2: The Ashen, Metropolins, and Oceanicans Meet in Haven (4-5 Pages)

 Overview: The factions meet in Haven. Tension between them should be palpable, but
the growing sense of urgency will pull them together. As the factions compare notes, they
learn about the creature feeding on fear and the possible links to the biological anomaly
the Oceanican diplomat is investigating.
 Key Locations: Introduce Haven’s districts, including the places where the factions will
meet (neutral zones, safehouses, etc.).
 Encounters:
o Interaction with local NPCs, factions, and possible spies.
o Clashing opinions on how to handle the creature and its origins.
o Discovery of the creature’s victims in a local area (perhaps connected to the
B'Gor massacre).
 Cliffhanger: The factions agree to go on a clandestine run to the data center to obtain
more intel, setting up Act 3.

3. Act 3: The Infiltration of the Data Center and the Run on the Lair (6-7 Pages)

 Overview: The factions work together to infiltrate the Covenant-controlled data center,
which houses crucial information about the creature and its connection to the mantle-
tapping project. After securing the data, they follow the lead to the Wastes and uncover
more clues about the creature’s purpose.
 Key Locations:
o Haven Data Center: Describe the facility and the challenges involved in
infiltrating it. Set up stealth and hacking challenges, surveillance evasion, and
potential encounters with Covenant guards.
o The Lair: Located in the subbasement tunnels beneath what was once Borgess
Hospital in Kalamazoo.
 Tunnels: Dark, claustrophobic spaces filled with remnants of humanity’s
past—circuit boards, data terminals, and equipment remnants. Perhaps
some of the wreckage is part of the creature's failed experiments.
 The Creature’s Lair: An eerie, bio-mechanical den with the remnants of
previous test subjects and horrifying experiments. The creature's spawn
may still be lurking, and tech remnants here tie the creature’s creation to
Covenant efforts.
 Encounters:
o Covenant resistance during the heist.
o Environmental hazards in the lair (collapsed tunnels, gas leaks, traps).
o A final fight with the creature and its remnants in the lair. The players will have to
battle mutated horrors before they can get the data they need.

4. Conclusion: Return to Haven and the Covenant’s Propaganda (4-5 Pages)

 Overview: The factions return to Haven, only to find the Covenant’s false narrative about
purging the radical elements. While they hold the key to the truth, they lack irrefutable
evidence. The factions must navigate the political fallout and their next steps.

 Overview: The players leave the adventure with unresolved questions and a sense that
the Covenant’s schemes are far from over. The discovery of the mantle-tapping project
has been placed on hold, but the factions are left to deal with the aftermath. Internal strife
begins to brew in the Covenant, setting the stage for future conflict.
 Key Plot Points:
o The players have uncovered part of the Covenant’s plan, but need more evidence.
o They have a choice to continue their investigation quietly or make an overt stand
against the Covenant.
o Each faction has learned something important about the Covenant, but trust will
be tested.

Maps

1. Haven District Map: A detailed layout of the city, broken down into key districts where
the factions will interact. Include neutral zones, safehouses, the data center, and areas for
important encounters like the hospital (where the lair is located).
o Districts to Include:
 Central Hub: The seat of power where the Covenant controls much of the
city.
 Underground Districts: Hidden networks where the resistance may
operate.
 Neutral Zones: Where the factions can meet and exchange information.
 Haven's Industrial Zone: Where the data center is located.
2. The Beast’s Lair Map: A dark, eerie map of the subbasement tunnels beneath Borgess
Hospital. It’s a twisting, labyrinthine space, filled with dark corners and remnants of the
creature’s victims.
o Layout: Focus on different sections like collapsed tunnels, secret lab rooms,
equipment storage areas, and the central chamber where the final encounter with
the creature takes place. Use the environment to heighten the tension (collapsed
sections, ruined tech, possible hazards from the environment, etc.).

NPCs and Supporting Characters

 The Oceanican Diplomat: Involved in the investigation of the creature. A seasoned and
pragmatic individual, they will have a personal interest in solving the mystery of the
anomaly.
 Metropolin Resistance Leader: A cunning strategist, their ultimate goal is to expose the
Covenant’s atrocities while avoiding direct confrontation. Will they be willing to risk
everything for a greater cause?
 Covenant Insider: A high-ranking official who secretly opposes the mantle-tapping
project, but risks exposure if their rebellion is discovered.
