QUANTITY SURVEYING
Quantity Surveying is broadly concerned with the estimation, planning and control on
construction projects. It cover a wide range of activities including cost estimation, cost
planning, value engineering. feasibility studies, cost benefit analysis, life costing and
valuation.

General
Estimating is the technique of calculating or computing the various quantities and the
expected Expenditure to be incurred on a particular work or project. In case the funds
available are less than the estimated cost the work is done in part or by reducing it or
specifications are altered, the following requirement are necessary for preparing an
estimate.

1. Drawings like plan, elevation and sections of important points.


2. Detailed specifications about workmanship& properties of materials etc.
3. Standard schedule of rates of the current year.
What Are Construction Documents?
A set of construction documents is a set of drawings that an architect/designer
produces during the design development phase of a construction project. They serve
as a project manual during the construction phase, and they assist permitting
agencies and inspectors from local governments, who have to clear the project.

Construction Drawings
Construction drawing is the general term used for drawings that form part of the
production information that is incorporated into tender documentation and then the
contract documents for the construction works. This means they have legal
significance and form part of the agreement between the employer and the
contractor.
A complete set of construction drawings tends to comprise floor plans, elevations,
sections, and detail drawings, that together provide a complete representation of the
building. On many projects, each major trade will have separate trade drawings, e.g.
electrical, plumbing, and so on.
Two sets of construction drawings
Construction set (Proposed construction drawing)
• it remains on-site throughout the construction process. It guide the actual
construction administration, usually under the direction of a general contractor.

Permit set (As-built Construction drawing)

• it goes to the local permitting authority, which is usually part of a city or county
government. The permitting authority checks the drawings for safe adherence to
building codes and zoning laws.

appear when finished.
Site development plan or
Plot plan
• the outline and
measurements of the
proposed building and its
placement on the property
are designed. Also shown
are the other proposed
improvements like gates,
lawn, service yard, walks,
etc.
A vicinity or location map
• showing the site of the proposed activity. It depicts the general layout and
configuration of the a site, including building footprints, parking and street layout,
conceptual landscaping and lighting, site cross section drawings and building
elevations. It also specifies the location of a proposed project in relation to major
streets in the area. It is not required to have this map drawn to scale but it should
be proportional. The site must be clearly marked and shown in relation to the
nearest major roads, cities, and waterways in the area.
Floor Plans
• are drawings showing the outline and arrangement of the rooms inside the building as
seen from a horizontal plan cutting thru the walls about one meter above the floor line.
Elevations
• a drawing representing the projection of any part of a structure on a vertical plane directly
facing it. Generally, there are four elevation drawings of the exterior sides of a building and
these are those corresponding to the views of its principal sides. These are the FRONT,
REAR, RIGHT SIDE, AND LEFT SIDE ELEVATION. Elevations should be properly
projected from the floor plans and the vertical distances accurately drawn to scale . Also,
the building features should be properly illustrated and labeled.
Section drawing or sectional drawing
• Shows a view of a structure as though. it had
been sliced in half or cut along another
imaginary plane. For buildings, this can be
useful as it gives a view through the
spaces and surrounding structures
(typically across a vertical plane) that can
reveal the relationship between the
different parts of the buildings that might
not be apparent on plan drawings.

Schedule of Doors and Windows
Window and door schedules are a convenient way of presenting complex
information about the different door and window sizes and types that are
specified on the contract documents to ensure proper installation

Is a top view of the footings or foundation walls, showing their area and their
location by distances between center lines and by distances from reference
lines.

The above are the minimum required drawings. However, to facilitate the
preparation of the most nearly accurate and complete list and quantity of
materials required in a construction project, the following drawing should also be
included:

Construction Specifications
Construction specifications, also known, as specs, detail the work and
workmanship needed to complete a construction project. And there’s no
way to get around them. As required documents during the design phase,
they’re part of a formal process.

Details and instructions on how the types of materials to be used and the
desired installation methods in preparing construction specifications.
• General Provisions. These provisions will reference national or state
building codes and standards that must be complied with.

• Required Products. Lists the type of products and materials required,


based on the performance and structural requirements.

• Execution Procedures. Details the methods of installation and how to


measure quality or effectiveness.

RULE VI - PREPARATION OF BIDDING DOCUMENTS
Section 17. Form and Contents of Bidding Documents
17.1.The Bidding Documents shall be prepared by the Procuring Entity following the
standard forms and manuals prescribed by the GPPB. The Bidding Documents shall
include the following:
a) ABC;
b) Invitation to Bid/Request for Expression of Interest;
c) Eligibility Requirements;
d) Instructions to Bidders, including scope of bid, documents comprising the bid, criteria for
eligibility, bid evaluation methodology/criteria in accordance with the Act, and post-
qualification, as well as the date, time and place of the prebid conference (where applicable),
submission of bids and opening of bids;
e) Terms of Reference, for Consulting Services;
f) Scope of work, where applicabl16e;
g) Plans/Drawings and Technical Specifications;
h) Form of Bid, Price Form, and List of Goods or Bill of Quantities;
i) Delivery Time or Completion Schedule;
j) Form, Amount, and Validity Period of Bid Security;
k) Form, Amount, and Validity of Performance Security and Warranty; and
l) Form of Contract and General and Special Conditions of Contract.

RULE VII – INVITATION TO BID
Section 20. Pre-procurement Conference
Prior to the advertisement or the issuance of the Invitation to Bid/Request for Expression of
Interest for each procurement undertaken through a competitive bidding, the BAC, through
its Secretariat, shall call for a pre-procurement conference. The pre-procurement
conference shall be attended by the BAC, the Secretariat, the unit or officials, including
consultants hired by the Procuring Entity, who prepared the
Bidding Documents and the draft Invitation to Bid/Request for Expression of Interest for
each procurement

Section 22. Pre-bid Conference


For contracts to be bid with an ABC of One Million Pesos (?1,000,000.00) or more, the BAC
shall convene at least one (1) pre-bid conference to clarify and/or explain any of the
requirements, terms, conditions, and specifications stipulated in the Bidding Documents.
Bill of Quantities
Bill of Quantities also referred to as BOQ,
is a document formulated in the
construction industry to specify materials,
labors, and their cost. It serves as a
communication tool between client,
consultant & the contractor. It is usually
prepared by a cost consultant or a
surveyor.

(DUPA)- is the determination of
reasonable unit cost of each item of
work which reflects the breakdown
showing the quantities of work items,
unit prices of materials, equipment
rental rates, labor rates and DPWH-
prescribed indirect costs including
taxes.
