Code of Conduct
The code of conduct aims to establish ethical and legal controls related to adherence
to the respectful behavior of volunteers in the organization and those in charge of it
in a manner that ensures good conduct and respect for the entity and objectives of
the organization in a manner that ensures the provision of the best services to the
beneficiaries in the fullest.
Article one:
1- The provisions of this code of conduct apply to all organizers under Y-PEER,
cooperation files, members of the public body, peer educators or volunteers. 2 -
Rules for the prevention of behavior and rules of conduct to prevent pollution from
the rules of conduct and rules of conduct.
Article Two:
Each member or volunteer, regardless of his position within the organization, is
committed to the following:
1 - transparent performance of the assigned tasks in a manner free from favoritism
and discrimination in all respects and respect for peers with him and maintaining the
ethics and frameworks of the organization’s work
2- Familiarity with the rules and legislation that operate within the framework of the
organization to ensure

develop their capabilities in this context.
3- Neutrality in dealing with beneficiary groups, relatives and volunteers, and not
adopting the principle of exchange of interests or the principle of conflict of
interests.
4- The members of the organization do not have the right to singularize the decision,
leak or politicize the work of the organization or promote certain parties in the name
of the organization at all.
5- To adopt objectivity and transparency in taking decisions in a participatory
manner, taking into account the facts and facts in the event of any decision being
taken.
6- Avoiding the organization’s exploitation for personal purposes and interests, or
managing the attribute of belonging to the organization for personal goals and
harming the organization’s main goals.
7- All members should adopt the principle of seriousness in performing the tasks
and commitment to fulfill the tasks assigned to them according to the timelines
stipulated for each task.
Article Three:
Organization members and volunteers are prohibited from:
1- Underestimating the rules of conduct and violating or abusing in any way any
member within the organization.
2- Exploiting the organization for partisan purposes or individual personal benefits,
exploiting the beneficiaries or building relationships outside scientific frameworks
with them, even if they are

3- He attends the negotiations of the beneficiaries, accepting gifts, or promoting
other interests in exchange for services or joining the network.
4- It is forbidden to deal with everyone on the basis of preference, prejudice, or
intolerance for any group, or to declare information that cannot be disclosed without
justification.
5- Abuse of the powers granted in accordance with the frameworks of the work
system by the director of the organization’s branch in the governorates in terms of
rejecting or delaying any complaint or neglecting the rights of the complainant. 6-
The activity of any member or volunteer who is proven to be involved in building
suspicious or immoral relations with any person affiliated with the network or with
those with precedents, including promotion or trafficking in human beings, sex, and
cyber extortion, shall be suspended in all

7- It is forbidden to deal with any member or volunteer who is proven to be
involved in a case of violation or

promote a political party.
8- Anyone who does not commit to implementing the goals and principles of the
organization, deviating from its course and distorting its reputation in any way,
inside or outside Iraq, shall attend.
Final provisions:
All members of the organization and volunteers must read, fully understand and
sign the Code of Conduct after each training for new members and volunteers.
Article Four:
Core concepts in peer organization for youth development work:
1. Acceptance of Gifts: To maintain honesty and impartiality in all our activities,
the acceptance of gifts must be handled with transparency and caution.
● Non-Acceptance of Substantial Gifts: No employee or volunteer may accept gifts
or hospitality that could affect or appear to affect their impartiality. Gifts of
nominal value (below a specified threshold such as $25) such as promotional
items or small tokens of appreciation may be accepted.
● Recording and Reporting: All gifts received must be reported and recorded in a
Gift Register maintained by the Compliance Office. Any gift over the nominal
value must be approved by the department head.
● Return of Gifts: Gifts that are deemed inappropriate must be politely declined or
returned to avoid any misunderstanding regarding the organization's integrity and
independence.
2. Bribery and Corruption: To outline strict non-tolerance towards bribery and
corruption, ensuring all organizational activities uphold standards of fairness and
legality.
● Prohibition of Bribery: Direct or indirect offers, payments, solicitations, or
acceptances of bribes in any form are prohibited.
● Awareness and Training: Regular training sessions on anti-bribery and corruption
practices will be conducted to educate all members about the legal and ethical
standards expected.
● Reporting Mechanism: A secure channel for reporting suspicions of bribery or
corruption will be maintained, guaranteeing confidentiality and protection from
retaliation.
3. Nepotism: To ensure that employment and other organizational decisions are
based on merit and not influenced by personal relationships.
● Transparency in Hiring: All hiring processes must be conducted transparently
and documented rigorously to ensure fairness and equity.
● Supervision and Evaluation: Individuals should not be in supervisory or
evaluative positions over relatives or individuals with whom they have a personal
relationship.
● Recusal and Disclosure: Employees and volunteers must disclose any personal
relationships that could influence their impartiality. They are required to recuse
themselves from decisions where such a conflict could exist.
4. Zero Tolerance Approach to Misuse: To protect and ensure proper use of the
organization’s assets and resources for their intended purposes.
● Definition of Misuse: Misuse includes but is not limited to unauthorized use of
organizational funds, facilities, equipment, and digital resources.
● Consequences of Misuse: Any misuse will result in disciplinary action, which
could include termination, restitution, and legal action, depending on the severity
of the misuse.
● Preventive Measures: Regular audits and security measures will be enforced to
prevent misuse of organizational assets.
5. Speaking-Up Encouragement: To create an environment where concerns about
unethical behavior or policy violations can be expressed freely.
● Mechanisms for Reporting: Clear and accessible reporting mechanisms will be in
place for employees and volunteers to voice concerns anonymously if desired.
● Support for Reporters: The organization commits to supporting those who raise
genuine concerns, regardless of the outcome of any subsequent investigation.
● Regular Feedback: The organization will provide regular feedback on the issues
raised and the actions taken to address them.
6. Anti-Retaliation: To protect those who report violations or participate in
whistleblower activities from retaliation.
● Protection from Retaliation: Absolute protection from retaliation for anyone who
reports misconduct or participates in an investigation.
● Actions Against Retaliation: Immediate and strict actions will be taken against
any individual or group within the organization found guilty of retaliating against
a whistleblower.
7. Safeguarding and Child Protection: To ensure the safety and welfare of children
and vulnerable adults who come into contact with the organization's activities,
and we have a separate policy about this topic, including but not limited to;
● Comprehensive Safeguarding Measures: Implementation of robust safeguarding
policies to protect children and vulnerable adults.
● Training and Compliance: Mandatory training for all members on recognizing,
responding to, and reporting safeguarding issues.
● Strict Enforcement: Immediate action and compliance with legal requirements
for any breaches of safeguarding protocols.
