SAFETY AND EMERGENCY PROTOCOLS FOR AIRLINES

Will the Minister of CIVIL AVIATION be pleased to state:-
(a) whether Government has prepared any ranking of airlines adhering to safety
and emergency protocol
(b) if so, the measures taken against poor performing airlines in this regard
(c) whether there are any regulatory guidelines for the safety and emergency
protocols for airports, if so, the details thereof and
(d) the authority accountable for lapses in adherence to the protocol?

(a) to (d) A statement is laid on the Table of the House.

Statement referred in reply to Part (a) to (d) of Rajya Sabha Starred Ques. No. 115
regarding "Safety and Emergency Protocols for Airlines" to be answered on
13.02.2023.
(a) & (b) Directorate General of Civil Aviation (DGCA) carries out certification of
various operators and also carries out surveillance/audits at regular intervals vide
published Annual Surveillance Plan (ASP) to ensure that continued compliance is
maintained by the operators. However, no airline wise ranking is done by DGCA.
Violations to stipulated Rules & Regulations are dealt as per the Enforcement
Policy and Procedures Manual (EPPM) and enforcement actions are taken
accordingly.
(c) Aerodrome design & operation of Airports are regulated as per DGCA Civil
Aviation Requirement Section 4 Series B Part I & Civil Aviation Requirement
Section 4 Series F Part V. Runway safety is regulated as per Civil Aviation
Requirement Section 4 Series X Part I.
Various Aerodrome Advisory circulars are released from time to time to guide
aerodrome operators to enhance safety at airports..
(d) The aerodrome operator is required to ensure that:
(i) aerodrome facilities, equipment, services, and procedures are operated and/or
maintained properly and efficiently in accordance with the Aerodrome Manual
submitted to DGCA.
(ii) the applicable standards set out in the CARs, and
(iii) conditions specified in the aerodrome license.
The aerodrome In-charge / Airport Director / Chief Operating Officer is
responsible for the operations of the aerodrome and is the designated
"ACCOUNTABLE MANAGER".
