Good day.
Further refer to my below mail dated 06/2017, I am taking the
opportunity to remind you again, as I do from time to time, that the one time
Mutation ( Registration with local government authority) of our GWS flats is a
statutory requirement.
It is applicable for 1st purchasers as well as for resale purchasers.
Mutation needs to be done following change of ownership in each case. If
Property Tax is not paid up to date, mutation applications will not be
approved by the authority. It is purely an ONLINE process. Any kind of
physical / virtual mode of hearing is not being conducted now-a-
days by NKDA to verify the original documents. Hence, this is the
right time to complete the Mutation ( of GWS Flats ) for
the members who have not yet done so as visiting the NKDA office is
not essential to complete the procedures.
Pl find below information, may be helpful to
complete Mutation application -
1. NKDA Mutation office address and contact details :
New Town Kolkata Development Authority,
Administrative Building. Plot No - DG/13,
Premises No - 04-3333, Action Area - ID,
New Town, Kolkata - 700156, Ph 033-3505-0015
2. Application Procedures :
3. Sample Filled-in Forms (attached herewith) :
a). Form 1 : For 1st Purchasers from SHRACHI
b). Form 2: For RESALE flats
4. Letter ( format attached ) Required from Bank in case original documents
pledged with bank :
APPLICATION PROCEDURES: ( you can find bit change due to upgradation of
the system occasionally )
1. Using your ID/PW that you created during payment of property tax, Please
log on to : https://edistrict.wb.gov.in/PACE/login.do
Click on the link named 'Issuance of record of title (Mutation) by
NKDA' under 'All Services'.
A new page will open, then scroll down, Tick the box and click on 'Apply'.
2. Now you can see the 1st page of 'Application for Issuance of Record of Title
(Mutation) by NKDA' and start filling up the form ( pl refer sample form ).
3. Please find samples filled in form as applicable in your case attached herewith as
ready reference.
4. Please fill up the form error free, put the property details as are appearing in the ''3rd
Schedule'' of original deed ( Shrachi ) and submit online.
5. You have to upload copies of property docs in separate pdf files in the portal before
submission the above FORM -
5.1. Deed complete max size 3 Mb, back side of pages with 'STAMP only' not
required.
( For resale flat, all deeds in separate pdf files are to be uploaded, each deed max
size 3MB )
5.2. Shrachi Possession letter 150Kb,
( Resale possession will be uploaded in separate files as applicable )
5.3. Shrachi Allotment letter 150 Kb.
5.4. Bank letter 150 kb if applicable in case of loan.
5.5. Previous mutation certificates in separate files, 150kb each, as applicable for
resale / previously mutated flats.
5.6. Property tax payment receipt updated one 150kb.
5.7 Owner/s aadhaar card copy/s may be uploaded not mandatory 150 kb.
6. Please download the acknowledgement copy of the application for future reference
following successful submission of the form online.
7. PRESENTLY, PHYSICAL OR VIRTUAL HEARING ARE NOT BEING CONDUCTED
BY NKDA, HENCE, ONCE THE APPLICATION IS APPROVED, APPLICABLE FEES (
0.5% of the DEED value ) CAN BE PAID ONLINE.
8. Once fees amount are credited at NKDA ac, mutation cert is to be generated within a
few days from payment date in your portal and you can download digitally signed
certificate from your portal.
