Regulation of Parking

O R D E R:

In the reference 1st read above, the Government have issued the Andhra
Pradesh Building Rules, 2017 applicable to the building activities in the State, based
on the Model Building Bye-Laws, 2016 of Government of India. In the above said
rules, there are provisions to provide parking space mandatorily in buildings as
specified therein. Subsequently, representations have been received against the
collection of parking fee from the Malls, Multiplexes etc., in the State of Andhra
Pradesh and also requesting to provide parking place at free of cost.

2. In the reference 3rd read above, the Commissioner & Director of Municipal
Administration has proposed certain guidelines for rationalizing and regulating the
Parking Fee being collected in the commercial establishments/Malls/ Multiplexes
and to prevent misuse of parking by the outsiders and in the public interest. In the
reference 4th read above, the Director of Town & Country Planning has submitted
that the proposal of the Commissioner & Director of Municipal Administration is
rational and justifiable. Hence the same may be considered.

3. Government after careful examination of the matter and in order to


rationalize and regulate the Parking Fee being collected in the commercial
establishments / Malls / Multiplexes and to prevent misuse of parking by the
outsiders and in the public interest, hereby, issue the following guidelines.

Sl. Duration of Parking Parking fee to be collected


No
1 UP to first 30 Minutes Free i.e., no parking fee to be collected
from any person.
2 Above 30 minutes and up to 1 Free if the person who has parked the
Hour vehicle produces Bill to any amount in

proof of having done shopping in the


respective Mall / multiplex. In case of
other persons prescribed parking fee for
the said duration may be collected.
3 Above 1 hour Free if the person who has parked the
vehicle produces a Bill / Movie ticket to
an amount which is more than the
parking fee (in proof of having done
shopping in the respective Mall /
Multiplex) to be paid by him for the said
duration. In case of other persons
prescribed parking fee for the said
duration may be collected.

4. The above orders shall come into force with effect from 01-04-2025 and the
same shall be followed scrupulously by all the concerned individuals/agencies who
are maintaining the parking areas in the commercial establishments /Malls
/Multiplexes.

5. The Commissioner & Director of Municipal Administration, AP., Vaddeswaram


shall take further necessary action in the matter accordingly.
