ABSTRACT

exemption of Development and betterment charges and fixation of building
license/Permit fee as applicable collected in ULBs/UDAs across the State in
respect of poultry activity – Orders – Issued.

O R D E R:
In the reference 2nd read above, the Animal Husbandry, Dairy
Development and Fisheries Department has informed that, the Director, Animal
Husbandry Dept., vide letter, dt.02.11.2023 has stated that, in earlier days, for
the construction of poultry sheds in agricultural sector, permissions were used to
be given at Gramapanchayath level with collection of nominal fees, whereas in
Urban Development Authority (UDA) areas permissions are being accorded
through APDPMS portal of DTCP. The development, betterment charges, building
permit fee, green fee and labour cess etc., generated by APDPMS are equivalent
to Industrial sector. With such rates, construction of poultry farms will not be
viable in the state of Andhra Pradesh, and also no new farms have been
established recently.
2. The AH, DD&F Dept., also informed that, the Andhra Pradesh Poultry
Federation has submitted a representation to the Director, AH on 20.10.2023
and requested to treat poultry as an agricultural activity and requested to give
exemption to Development and other charges for construction of Poultry Sheds
in the State.
3. The Director of Town & Country Planning, Mangalgiri has submitted that
the betterment charges and Development Charges are basically levied to provide
in-site infrastructure and trunk infrastructure for the Site and in this case, the
said poultry activity is basically an agricultural based activity and not intended
for any Real Estate Development / Industrial activity and hence requested the
Government to take appropriate decision to waive off the betterment charges
and Development charges.
4. The DT&CP., further submitted that, Building permit/License fee varies
from Rs.40/sq.mt to Rs.120/- per sq.mt of built up area which is very high when
compared to Gram Panchayat rates i.e., Rs.8/- per sq.mt built up area. Since,
poultry farming is the agricultural based activity as well mostly temporary shed
with AC sheet roof with less cost of structure and most of the rural areas are
merged and presently part of UDAs in the State. Therefore, the DT&CP has

requested the Government to consider the request of the Director, Animal
Husbandry Department submitted vide letter, dt.02.11.2023 and to issue orders
on par with fee / charges collected by vide G.O.Ms.No.12 of PR&RD Dept.,
dated.08.02.2016 to encourage Poultry sector in the State.
5. To encourage Poultry sector in the State, the Government after careful
examination of the matter and based on the recommendations of the DT&CP.,
Mangalagiri, hereby, issue:
a. Exemption of Development and betterment charges as applicable for
construction of Poultry Sheds/ farms collected in ULBs/UDAs across the
State.
b. Fixation of Building permit / License fee as applicable in respect of
construction of Poultry Sheds/ farms collected in ULBs/UDAs across the
State, on par with fee / charges collected in Gram Panchayats vide
G.O.Ms.No.12 of PR&RD Department, dated.08.02.2016.
6. The Director of Town & Country Planning, Mangalagiri shall take further
necessary action in the matter, accordingly.
