1 GENERAL
1.1 Purpose
The purpose of this document is to outline the requirements for obtaining access to FCA US, FCA Italy
and harmonized specifications; and general requirements of the Material Standards and their Engineering
Approved Source List (EASL).
1.2 Coverage of this Standard

This standard supports FCA Engineering Material, Process, Performance, Appearance, Design and
Characteristic Standards and Laboratory Procedures. Conditions as they apply within each associated
Engineering Standard and Laboratory Procedure must be met

1.3 Application

The standard or laboratory procedure which references this standard is for use in supplying certain parts

under purchase orders of FCA or its subsidiaries. A particular standard is limited in its application to
those drawings, CAD Models, Engineering Graphics, or Operation Description Sheets which call out that
standard number, or which refer to that standard within some other standard or specification. Original
equipment and replacement parts for some vehicles sold by FCA or its dealers may not be covered by

1.4 Updates to Standards and Laboratory Procedures

manufacture those products, must conform to the requirements contained in CS-9003.

5 REQUIREMENTS/CONDITIONS
5.1 Subscription Service
Currently, the distribution of FCA US, FCA Italy and harmonized standards or laboratory procedures to
NAFTA suppliers and other parties is available through eSupplierConnect. The direct link to the

Instructions on how to request access are available in the AUTHORIZATION REQUEST section placed
on the beSTandard Home page. The direct link to the eSupplierConnect website is:

The access to beSTandard will be through eSupplier Connect, the worldwide portal for Fiat Chrysler
Automobiles supplier partners. Supplier can also find instructions in this portal to create a new user ID
(WID) and to request access to beSTandard as an application.
FCA US, FCA Italy and harmonized specifications must not be reproduced or circulated to third parties
without written consent from FCA Italy S.p.A and FCA US LLC.

5.2 Industry Standards
                                                                      O
Suppliers individually are responsible to purchase and understand the requirements of any Industry
Standards referenced by a FCA CAD Model, Drawing, or Comment/PIP Page.

Due to Copyright Laws, FCA is not able to provide copies of ASTM, SAE, ISO, DIN, JIS or other Industry
Standards.

English is the official language for the FCA US LLC and harmonized specifications as well as the
published English version of any non-FCA US Standard shall be the reference document. In the event
that an English version is not published by the Standards Organization, then FCA US’s English translation

shall be the reference document.
5.3 Material Standards

5.3.1 General Material Characteristics
                              TR
Unless otherwise specified, all materials shall be tested after being conditioned at 50 ± 5% Relative
Humidity and 23± 2ºC for not less than 24 hours prior to testing. Engineering Material and Process

Standards General Quality requirements are found in PS-7000.
                   O
The finished assembly and its component parts shall be fabricated and finished in the manner detailed by
the part drawing or CAD Models, and mutually agreed upon by the supplier and the engineering
department concerned. CAD Models or drawing requirements take precedence over any specification

requirement in the referenced standard.
         N
Materials, components, or assemblies shall be supplied to FCA US plants, or sub-assemblers, in a clean,
distortion free condition. Parts must be clean and free of mold or die lubricants. In addition, parts must

be free from burrs or sharp edges, rust or corrosion, and internal, external, or surface flaws, cracks, or
discontinuities that may be detrimental to satisfactory assembly, safe handling or function.
Material approvals will be contingent on meeting both material requirements and part performance
validation requirements. Production parts made from the candidate material must successfully pass
functional life test requirements before full approval will be granted.

5.3.2 Metallic Materials Approval
5.3.2.1 Wrought Metallic Materials
Wrought Ferrous and Non-Ferrous Materials are covered by various specifications and may be purchased
ONLY from Approved Sources according to the specification’s EASL.
The first step towards becoming an approved Wrought Source is to follow CEP-033 Guidelines and
submit a completed Survey, CEP-032: Steel Bar, or CEP.00028: Qualification Procedure for Sheet Metal

Products.
Wrought Materials used in FCA US vehicles or powertrain applications must meet at least the minimum
requirements of the applicable FCA US specification for that material when used in PS-7000, ODD Box

applications. Contact the Bar Products or Sheet Metal Specialist within the Metallic Materials Engineering
Department for their review and approval, or for further information.

5.3.2.2 Cast Metallic Materials
                                               ED
Cast Metallic Materials, Ferrous and Non-Ferrous are covered by various specifications and may be
purchased ONLY from Approved Sources according to the specification’s EASL.
The first step towards becoming an approved Casting Source is to submit a completed Survey, CEP-015,
                                             LL
Ferrous, CEP-047, Aluminum, CEP-11635, High Pressure Aluminum, or CEP-046, High Pressure
Magnesium. Cast Materials used in FCA US vehicles or powertrain applications must meet at least the
minimum requirements of the applicable FCA US specification for that material when used in PS-7000,

ODD Box applications. Contact the Cast Metals Group within FCA US Metallic Materials Engineering
Department for their review and approval, or for further information.

5.3.2.3 Controlled Metallic Materials Processes
Certain Processes, such as metal forming or heat treatment require Approved Sources according to the
                         N
specification EASL.
                   O
The first step towards becoming an approved Process Source for Forging is to follow CEP-034 and CEP-
035. All Heat Treatment Sources must complete and comply with AIAG CQI-9 (latest revision) self-
              C
assessment for the appropriate heat treatment. Forged and Heat Treated materials used in FCA US
vehicles or powertrain applications must meet at least the minimum requirements of the applicable FCA
         N
US specification for that process and material when used in PS-7000, ODD Box applications. Contact the
Metallic Materials Engineering Department within FCA US Materials Engineering for their review and

approval, or for further information.
5.3.2.4 Weld Metals
Weld metals (also known as filler metals or materials), composed of ferrous and non-ferrous alloys are
covered by various specifications and may be purchased ONLY from Approved Sources according to the
specification’s EASL.
The first step towards becoming an approved weld metal source is to complete the FCA US Welding
Electrode Manufacturers Survey. Furthermore, submission to Request for Industrial Hygiene Review for
New Production (MS) Material (including the MSDS) is required. The weld metal shall pass the FCA
Metallic Materials Welding Engineering’s lab procedure LP.7M037/01 or LP.7M037/02. Weld metals
approved by this process shall qualify for use in laser welding and laser brazing applications. Filler wire
used in laser braze applications shall follow MS.90024/07 section 6.1.1 Surface Finish Requirement.

Contact Welding Engineering within FCA US LLC Metallic Materials Engineering Department for their
review and approval or for further information.
5.3.3 Organic Materials Approval
5.3.3.1 Rubber Material Approval
Please see MS.50084 for rubber approval requirements before attempting to seek approval to any FCA
Rubber / Elastomer Standard.

The molded or extruded rubber /elastomer parts shall be free of nicks, cuts, or other surface imperfections
caused by faulty fabrication or handling. The rubber / elastomeric compound shall be homogeneous, free
of voids, and free of any foreign material either from the surroundings or from incomplete mixing. Knit

lines shall not intrude into sealing areas of the part.

Initial approval will require physical property evaluation by the rubber supplier against the designated FCA
US material specification. The number of production batches for testing of each physical property
characteristic shall be defined per MS.50084. Suppliers seeking approval for development compounds

(not current production compounds), should contact the appropriate FCA Materials Engineering
Department – Elastomers Engineering Group engineer for direction.
Materials must be capable of meeting 100% of the listed requirements. Borderline results may be
                                                LL
deemed a failure. This decision is at the discretion of the FCA elastomer engineer.
Additional testing by an independent laboratory (FCA Elastomers Engineering Group Approved
                                          O
laboratory) may be required, and is at the discretion of the responsible FCA US Elastomers Engineering
Group engineer.

Cost incurred for this additional testing shall be the responsibility of the FCA supplier.
5.3.3.2 Plastic Material Approval
                          N
Consult the FCA US Plastic Material Approval Process before requesting approval to any plastic
                    O
standard. The approval process is located in the Lab Procedure LP-463DB-16-01. Also, to be
considered for approval the supplier may first be asked to fill out the Plastic and Textiles Material Supplier
               C
Capabilities Survey, located in LP-463DB-16-02.
         N
If the material is approved, the material will be assigned a new or existing FCA US Plastic Number (CPN),
or EASL. The supplier will be required to update their certification package annually and make the data
    U
available to FCA US upon request. If certification packages are not updated annually, or if the material
certification values fall below the minimum requirements of the standard, the material supplier must report
to FCA US Organic Materials Engineering, or the material will be considered non-compliant. Non-
compliant materials will be removed from the FCA US Plastic Number Index (CPN-INDEX) at the
discretion of the responsible Organic Materials Engineering Department engineer.
New manufacturing sites shall be revalidated to the complete material standard requirements, or as
agreed.

5.3.3.3 Soft Trim Material Approval
Consult the FCA US Soft Trim Material Approval Process before requesting approval to any soft trim
standard. The approval process is located in LP-463DB-16-03.
To be considered for approval the supplier may first be asked to fill out the Plastic and Textiles Material
Supplier Capabilities Survey, located in LP-463DB-16-02. If the material supplier successfully meets the
criteria set forth in the document and has been selected by a Tier supplier for use on a program, the
supplier may submit a material for approval to the applicable material standard. Evaluating the feasibility

of a new product may require further evaluation beyond material-level testing; meeting the requirements
of the material standard does not guarantee an approval.
If approved, the material will be assigned a new or existing CTN (FCA US Textile Number). The supplier
                                                                        O
will be required to update their certification package annually and make the data available to FCA US
upon request within a 24-hour period. If certification packages are not updated annually, or if the material
                                                                  C
certification values vary from the initially reported values (as dictated by the material standard) the
material will be considered non-compliant. Non-compliant materials will be removed from the CTN-
INDEX at the discretion of the responsible Organic Materials Engineer.

5.3.3.4 Coatings, Tapes, Decals, Adhesives, Sealers, Sound Deadeners and Related Materials
Approvals
                                              LL
Coatings, Tapes, Decals, Adhesives, Sealers, Sound Deadeners and Related Materials are covered by
various FCA US specifications and shall be purchased from Approved Sources according to the
specification’s EASL. When used in PS-7000/ODD Box applications, related materials must meet the
                                        O
requirements of the applicable standard(s).

As a condition to be considered for an EASL Review, a legitimate business case as agreed by FCA US
Materials Engineering is required.
                         N
Applicators for FCA US components must use FCA US approved materials and process according to the
Technical Process Bulletin of the Material Supplier and the applicable FCA US Process Standard. Key

elements of process control are validated in the material approval process and documented in the internal
FCA Materials data base.

The Material Supplier must gain prior approval from FCA US Materials for significant technical changes -
         N
this includes material composition, raw materials and associated Technical Process Bulletin content.

5.3.3.5 Inorganic Coatings Approval
For FCA US Process Standards covering electroplating and inorganic coating processes that require
EASL approved applicators and chemical suppliers, a review process must be completed by FCA US
Materials Engineering and respective FCA US Regional Engineers. Applicators of all such coated parts
must be EASL listed on the respective process standard for all materials provided to FCA US including
direct purchased materials and indirect purchased materials, such as PS-7000/ODD Box applications.
Additionally, EASL approved applicators are subject to periodic update reviews to maintain their EASL
status.
As a condition to be considered for an EASL Review, a legitimate business case as agreed by FCA US
Materials Engineering is required.

The process required to obtain EASL approval is detailed in CEP.00036. This includes responsibilities of
the applicator, Tier 1 supplier, FCA US Release Engineering, FCA US Regional Engineering, FCA US
Procurement and Supply, FCA US Supplier Quality and FCA US Materials Engineering.
5.3.3.6 Controlled Coatings, Adhesives, Sealers, and Electroplating
Certain Processes, such as electroplating, painting, adhesive bonding, or sealing treatments and
materials used therein require Approved Sources according to the specification EASL.
The first step towards becoming an approved electroplating or inorganic coating source is to complete the

survey CEP.00036. For Organic, (paint) coatings, adhesives or sealers check with the appropriate CASE
Group materials engineer. Plated, coated, painted, adhesives or sealers processes / materials used in
FCA US vehicles or powertrain applications must meet at least the minimum requirements of the

applicable FCA US specification for that process / material when used in PS-7000, ODD Box applications.
Contact the Organic Materials Engineering Department – Coatings, Adhesives, Sealers, and
                                                                  C
Electroplating, (CASE) Group for their review and approval, or for further information.
6 APPROVED SOURCE LIST
                                               ED
If a standard includes a FCA US Engineering Approved Source List (EASL), it will be indicated at the top
of the first page of the standard. The approved sources shall be listed in the body of the standard under
                                             LL
the section titled "Engineering Approved Source List". Parts, processes and materials covered by the
standard designated on the part print or CAD Models shall be purchased only from the sources listed in
that FCA US Group standard.

The referenced Engineering Approved Source List names those sources and sub-sources currently

approved for the product or process indicated. By furnishing this list to standard users, FCA US in no
way assumes responsibility for the performance of any named suppliers or sub-sources and specifically
reserves all rights to insist upon full and complete performance of all FCA US purchase orders. Further, it
should be understood that the list provided is not all-inclusive as to all qualified sources. No supplier

should be precluded from fair and appropriate consideration as a source or sub-source solely because it
has not been included in the list which was furnished. You are therefore urged to furnish us with the

names of any additional sources or sub-sources you believe are qualified, for investigation by FCA US for
possible approval in accordance with this policy.
