Agenda: Ensuring economic stability through post-conflict recovery in African intra-state


conflicts
The most significant barriers to post-conflict peacebuilding include a lack of
transparency regarding the resources required to implement peace agreements, a lack
of serious security sector reform, and a lack of inclusivity in implementation. The African
Union's (AU) post-conflict peacebuilding and reconstruction framework was discussed,
including its contents, justification, and implementation issues. Dr. Bitsue asserts that
Agenda 2063, which expresses the desire for peace and stability across the continent,
includes post-conflict peacebuilding as a priority topic for the AU. The AU peacebuilding
policy, which Dr. Bitsue praises for being broad and inclusive, was developed to address
concerns of identity, national security, and violent relapses. While the policy includes
steps to address security, political governance, human rights and justice, and women
and gender, they have yet to be fully implemented.
Norway has donated money to the UNDP and other UN organizations to assist
peacebuilding efforts in African nations. Projects focused on governance, economic
growth, and conflict resolution has been supported using this funding. Drought has
caused severe famine for 20 million people in the Horn of Africa. As a result, Norway is
stepping up its efforts to meet needs and avert famine in Somalia, Ethiopia, and Kenya.
The Horn of Africa will get an additional NOK 200 million in humanitarian aid from
Norway. Norway has assisted with post-conflict reconstruction in African nations. To
generate sustainable livelihoods, this may entail reconstructing infrastructure, granting
access to essential services, and promoting economic growth.
The UNDP aims to improve institutions and governance in post-conflict African nations.
This involves fostering openness, aiding in the creation of legal and justice systems, and
supporting the development of an efficient and responsible public administration.
Building on decades of intellectual leadership and programming experience in this field,
UNDP will continue to advocate for the significance of long-term governance initiatives
at the national and local levels as essential to conflict prevention and peacebuilding.
UNDP also supports recommendation VI, which calls for stepping up efforts in the Sahel
and Horn of Africa. By offering fundamental social services and job opportunities, UNDP
has operationalized a Level 3 crisis response in the Sahel to bolster local capacity to
assist regional stability and hasten the return of displaced persons to their villages.
In the areas of energy, youth empowerment, and governance, UNDP has created three
flagship programs, which involve enhancing fundamental government functions to boost
local institutions' capacity to aid in peacebuilding initiatives. Regular study is being done
at Nairobi's newly formed Resilience Hub to improve cross-border programming offered
by the Horn of Africa's Borderlands Centre.
Norway recommends all the African nations comply and coordinate with the UN’s
overall guidance and responses for the recovery of the African intra-state conflict
management by:
a) Encourage different stakeholders to take part in the recovery process, including local
communities, women, youth, and governments. Finding long-lasting solutions requires
their feedback and participation.
b) Among the suggestions that might be made are encouraging the development of
effective and equitable legal and courts and guaranteeing that justice is available to
everyone, especially vulnerable populations.
