• National Police Commission’s 6th report released in
1983 recommended the commissionerate system
in cities with a population of 5 lakh and above as
well as in places having special conditions.
• In 2005, Draft Model Police Act, framed by a
committee, set up by the Home Ministry also
made a similar recommendation saying metro
cities and major urban areas with a population
of 10 lakh or more should have commissionerate
system
• As of January 2018, the system has been
implemented in 61 cities across 15 states in the
country. (BPRD data, 2018)
• Commissionerate system is considered
the most authoritative system of
policing, not only in other progressive
countries but also in states in the
country.
• The system brings greater power and
responsibility on the Police system and
the possibility of passing the buck on
Magistrates is eliminated.

The commissioner shall cxercise such powers ,perform
such functions and duties and shall have such
responsibilities and authority as are provided by
Karnataka Police Act , also provided that in any area
for which a commissioner is appointed and is
empowered to exercise any power or perform any
function or duty under K P Act, the D M shall not
exercise the same power or perform the same
function or duty notwithstanding the fact that such
area forms part of a district with in the territorial
jurisdiction of the D M

Banglore city being the state capital is thr centre of
political , social , commercial , culture and other
activities. The advent of multi-national companies has
accelerated the growth of the city. The city has gained
so much of importance that it attracts a continuous of
V V I Ps . The past growth of the city has been
providing enormous job opportunities and as result of
this there heavy influx of population in to this city. As
a result of this growth, problems also have increased,
the complexities of which demand attention at higher
levels .In view of this increase in problems and also of
the importance of Bangalore city
