Subject: Mobilization Procedure – Site Facilities & Labor Camp Setup
1. Purpose
This procedure outlines the mobilization strategy for initial site mobilization, including the
construction of essential facilities (e.g., site offices, labor camps, storage areas, prayer rooms,
restrooms, workshops, and waste disposal areas) in compliance with Alfanar Projects'
standards and regulatory requirements (OSHA 1910.142, KSA laws). The goal is to ensure
efficient project startup without disrupting future construction phases.
2. Scope
This procedure applies to all departments and contractors involved in the mobilization of
Alfanar construction site.
3. Responsibilities
Project Managers: Ensure adherence to mobilization guidelines.
Construction Supervisors: Oversee facility setup and maintenance.
Safety Officers/ Engineer: Conduct inspections and enforce compliance.
Engineering Team: Approve facility layouts and designs.
4. Site Mobilization Guidelines
4.1. Location of Site Facilities
All facilities (offices, storage, prayer rooms, restrooms, workshops, waste disposal) must be
constructed outside the project plot limits to avoid interference with foundations or
underground utilities and disruptions during project execution.
4.2 Capacity Planning
Facilities must accommodate the workforce with a 20% additional capacity for peak periods.
Design must comply with Permanent Planning. Plan facilities to be final from day one to avoid
costly relocations during construction progress.
4.3 Approval for Exceptions:
Any need to construct within the plot boundary must be approved .

Approval Requirement: Any adjustments within the project plot require written approval from
the Portfolio Manager (Eng. xyz).
4.4. Site Offices
Must accommodate project staff with adequate workspace.
Equipped with necessary furniture, communication tools, and safety equipment.
Proper ventilation and lighting (minimum 30 foot-candles).
5. Facility Requirements:
5.1. Storage Areas
Designed to securely store materials, tools, and equipment. Weatherproof and protected from
theft or damage. Clearly labeled and organized for easy access.
5.2 Workshops
Located near storage areas for efficiency. Equipped with workbenches, power tools, and safety
gear. Proper ventilation and fire extinguishers (dry chemical powder type).
5.3. Welfare Facilities
A. Restrooms:
1 toilet + 1 sink + 1 shower per 10 workers.
Cleaned daily, with hot/cold water supply.
Air-conditioned and maintained hygienically
Heat protection must be provided
B. Prayer Rooms:
Air-conditioned and maintained hygienically.
C. Waste Disposal:
Segregated bins, removed twice weekly.
No on-site burning of waste.
D. Utilities:
Water Supply: Minimum 35 gallons/person/day for sanitation and welfare.
E. Power:
Reticulated electricity preferred.
Generators (if used) must be placed at least 50m from occupied areas with noise
controls.

6. Mobilization Activities for Camp on Site:
6.1 CAMP Access & Security
a. Install fencing, main gate, and security office.
b. Provide 24/7 trained security staff and surveillance cameras.
c. Emergency roadways to be marked and illuminated.
6.2 Temporary Facilities Setup
a. Site Camp Room: Portable cabins with Beds, power, AC, and fire extinguishers.
b. Toilets: One per five workers; separate male/female if needed.
c. Masjid / Prayer Rooms: Ventilated, air-conditioned, and cleaned daily.
d. Stores for Food: Sheltered, fire-safe, with restricted access zones.
e. Waste Disposal Zone: Located 30–35 meters from residential and food areas.
6.3 Utility Setup
a. Water Supply: Safe, potable, tested; 35 gallons per person/day.
b. Electricity: SEC-connected or diesel generator (compliant with OSHA distance and
ventilation).
c. Sewage: Connected to municipal or approved septic tank.
7. Labor Camp Setup (as per OSHA 1910.142 & Alfanar Policy)

8.1 HSE Requirements
Emergency Plan: Fire safety plan, evacuation maps, assembly points.
PPE & Inductions: All workers to receive induction and proper PPE.

Fire Drills: Conduct every 3 months; first one within 1 month of occupation.
Pest Control: Conducted quarterly by certified company.
Notice Boards: English, Urdu, and Arabic safety info posted in Site.
8.2. Safety & Compliance
Fire Safety:
Fire extinguishers (blue: dry chemical powder) installed in all key areas.
Marked emergency exits with backup lighting.
Monthly fire drills conducted.
Security:
Surveillance cameras at entry points.
Restricted access to authorized personnel only.

8.1. Approval & Documentation
