NATIONAL UNIVERSITY OF SINGAPORE MUSLIM SOCIETY
CONSTITUTION
ARTICLE ONE: NOMENCLATURE & DEFINITIONS
1. The name shall be “National University of Singapore Muslim Society,”
hereinafter called “the Society.”
2. The mission of the Society shall be: The development of academic innovators and
devoted Muslim individuals, responsible for the establishment of a just and
prosperous society, blessed by Allah subhanahu wa ta’ala.
3. The vision of the Society shall be: Towards a Godconscious society.
4. The motto of the Society shall be: To promote good and to forbid evil.
ARTICLE TWO: STATEMENT OF FAITH
1. A Muslim: is one who testifies that “There is no God but Allah and Muhammad is
the last Messenger.”
2. A Muslim believes in the Oneness of Allah, His Angels, the Books of Allah, the
qada’
Messengers of Allah (peace be upon them), the Last Day and &qadar.
3. The Pillars of Islam are as follows: testimony of faith, establishment of prayers,
giving of alms, fast during Ramadhan and pilgrimage to Mecca.
4. Muslims refer to The Quran and The Sunnah.

ARTICLE THREE: OBJECTIVES
The Society aims to:
1. Create a suitable atmosphere for the fulfillment of Islamic duties in NUS.
2. Uphold and promote the interests of Islam in NUS.
3. Encourage Muslims to seek beneficial knowledge including Islamic knowledge.
4. Promote and preserve unity amongst all Muslims, regardless of race, nationality,
language, social status, and jurisprudential school of thought.
5. Encourage members to be of mercy and service to all creation.
ARTICLE FOUR: MEMBERSHIP
All Muslims in NUS are, by virtue of their religion, members of NUSMS and are entitled
to the services of the Society
. Members of the Society include: any Muslim
undergraduate, postgraduate or staff of the National University of Singapore (NUS),
hereinafter referred to as the ‘members’.
1. Informal membership: All members shall be eligible to become informal members
of the Society.
2. Formal membership: All members may apply to become formal members of the
Society.
a. Entitlement: Formal members shall have the right to hold positions in the
Executive Committee and/or any ad hoc committee, and to inspect the
records of the Society, including the minutes of meetings and annual
financial reports by giving a week’s notice to the Honorary Secretary.
b. Application: Mode of registration will be determined by the Honorary
Secretary of the Executive Committee.

c. Withdrawal: Members can withdraw their formal membership at any time
by informing the Honorary Secretary.
3. Executive Committee members: Refer to Article Five.
4. Shura Council members: Refer to Article Nine.
ARTICLE FIVE: THE EXECUTIVE COMMITTEE
1. Members of the Executive Committee (hereinafter referred to as “ExCo”) shall
minimally consist of:
○ President
○ 2 Vice Presidents
○ Honorary Secretary
○ Assistant Honorary Secretary
○ Honorary Treasurer
○ Assistant Honorary Treasurer
○ Head of Public Relations & Marketing Secretariat
○ Head of Resource & Welfare Secretariat
2. The term of office of the ExCo shall be one year.
3. The outgoing ExCo shall continue in office till the first meeting of the incoming
ExCo, which shall be held within three weeks from the Annual General Meeting
(AGM).
4. Half of the ExCo shall constitute the Quorum for any ExCo meeting.
5. The members of the ExCo shall be elected annually by the Shura Council.
6. Any member of the ExCo, except for the Honorary Treasurer, shall be eligible for
reappointment to any position.

a. Any member of the ExCo shall be eligible for reappointment up to a
maximum of four years.
b. The Honorary Treasurer cannot be reelected for the same position for two
consecutive years.
ARTICLE SIX: GENERAL DUTIES OF THE EXECUTIVE COMMITTEE
The ExCo members shall:
1. Abide by the Constitution of the Society and adhere to policies decided
collectively by the ExCo.
2. Attend ExCo meetings and other relevant meetings (e.g. meetings with external
stakeholders).
3. Maintain cordial relationships with internal and external stakeholders.
4. Consistently project a pleasant image of the Society.
5. Strive and maintain high standards of Islamic and legal conduct.
6. Maintain adequate records of all the activities of the Society for a given term.
7. Present records of all the activities of the Society during the AGM.
8. Keep receipts for reimbursement purposes and monitor the Society’s financial
expenditure.
9. Conduct a handover to the incoming ExCo within three weeks from the AGM.
a. The handover shall include the passing down of Standard Operating
Procedures (SOP) and guidelines, whichever applicable to each secretariat.
10. Meet officially at least once per academic term to discuss and deliberate on
matters pertaining to the Society.
11. Undertake key executive decisions concerning (but not limited to):
a. The annual calendar of events.

b. Approval of all preliminary proposals of the Society’s events. Upon
approval of a given event, at least one member of the ExCo shall be
appointed to ensure that the respective ad hoc committee adheres to the
essence of the proposal.
12. Not abuse the position to further any personal agenda or to act upon any personal
motives.
ARTICLE SEVEN: ROLES OF EXECUTIVE COMMITTEE
1. The President shall:
a. Be the head and the spokesperson of the Society.
b. Oversee the following Secretariats: General, Treasury, Public Relations &
Marketing and Resource & Welfare.
c. Share responsibilities pertaining to the Society’s financial matters with the
Honorary Treasurer.
d. Become a signatory for the Society’s bank account(s) within six weeks of
assuming the post. Bank account documents are to be signed with the
Honorary Treasurer.
e. Support ExCo members in their duties.
f. Develop the strategic direction of the Society.
g. Ensure that the Constitution is followed by ExCo and ad hoc members.
h. Ensure that additional agreedupon decisions, policies and guidelines are
adhered to by ExCo and ad hoc members.
i. Preside over ExCo meetings, or otherwise appoint a VicePresident as a
substitute.
j. Attend relevant external meetings and events, or appoint someone to
attend on the Society’s behalf.

k. Regularly seek advice from ExCo, Shura and/or members of the Society.
2. The two Vice Presidents shall:
a. Deputise in the absence of the President.
b. Decide between themselves regarding who assumes the interim presidency
should the President resign.
c. Be appointed to lead the eventsbased secretariat(s).
d. Be in charge of all projects falling under their respective secretariat(s).
e. Promote and coordinate personal development programmes.
3. The Honorary Secretary shall:
a. Keep all correspondence, minutes of meetings, a register of members and
other records required by the ExCo.
b. Be the main liaison officer with the NUS administration.
c. Attend to general enquiries and complaints directed to the Society.
d. Present the Annual Report during the AGM after approval by the ExCo.
e. Coordinate the general operations of all ad hoc committees approved by
the ExCo.
4. The Assistant Honorary Secretary shall assist the Honorary Secretary.
5. The Honorary Treasurer shall:
a. Manage the Society’s funds and bank account(s).
b. Keep a full account of the income and expenditure of the Society.
c. Pay all bills incurred by the Society using the Society’s funds.

d. Avoid selfreimbursements from the bank account and petty cash, except
during emergencies in which case, the President must approve.
e. Prepare and submit the annual budget for the current fiscal year to the
ExCo.
f. Prepare and submit to the Society an audited statement of income &
expenditure and an audited balance sheet, which should both be presented
at the AGM.
g. Only withdraw money from the Society’s account belonging to the Society
with the countersignature of the President.
6. The Assistant Honorary Treasurer shall:
a. Assist the Honorary Treasurer.
b. Deputise in the absence of the Honorary Treasurer.
7. The Head of the Public Relations & Marketing Secretariat shall:
a. Be in charge of the Public Relations & Marketing Secretariat.
b. Establish and maintain ties with external entities.
c. Manage the Society’s external communications.
d. Maintain good relations with financial stakeholders.
8. The Head of the Resource & Welfare Secretariat shall:
a. Be in charge of the Resource & Welfare Secretariat.
b. Ensure that all designated prayer locations and paraphernalia in NUS are
properly maintained.
c. Maintain the aforementioned prayer locations in accordance to all the rules
and regulations, as sanctioned by the NUS administration.
d. Be responsible for all items and resources owned by the Society.

e. Maintain the Society’s online presence.
f. Provide logistical support for all events and activities organized by the
Society.
g. Take charge of all activities pertaining to the welfare of the members of
the Society.
ARTICLE EIGHT: RESIGNATION OF EXECUTIVE COMMITTEE MEMBERS
1. ExCo members who intend to tender their resignation must provide at least two
weeks’ notice to the Shura Council.
2. The Shura shall work together with the ExCo to convene an Extraordinary
General Meeting (EGM) to appoint a replacement.
ARTICLE NINE: THE SHURA COUNCIL
1. The Shura Council (herein referred to as the “Shura”) shall consist of at least five
members.
2. The ExCo will nominate members to the new Shura.
3. The final selection of Shura members rests with the President and the previous
Head of Shura.
4. The new Shura members shall appoint the new Head of Shura.
5. The new Shura must be formed at least three months before the AGM.
6. The term of the Shura ends when the new Shura is formed.
7. The Shura shall:
a. Be responsible for the selection and formation of the incoming ExCo.

b. Act as advisors to the ExCo on matters pertaining to the Society and on
disputes within the ExCo.
c. Appoint any formal member(s) to fill the vacant position(s) left by any
ExCo member who has resigned.
d. Have the power to veto, together with the Presidents and VicePresidents,
any attempts to change the Society’s Constitution.
e. Work together with the ExCo to take action in the event of an abuse of
power and/or gross negligence by any ExCo member.
f. Recommend nominees for the new Shura to the President.
ARTICLE TEN: THE HONORARY AUDITORS
1. The Honorary Auditors shall:
a. Comprise of two formal members of the Society.
b. Not be members of the current ExCo.
c. Be appointed by the outgoing Honorary Treasurer at the AGM and hold
office for a term of one year.
d. Not take up the position of the Society’s auditors for two or more
consecutive terms.
2. The Honorary Auditors shall audit the accounts of the Society for the current
fiscal year and report any irregularities to the ExCo.
ARTICLE ELEVEN: GENERAL MEETINGS
Annual General Meeting
1. The Society shall hold an AGM before the next academic year and give at least
two weeks’ notice to all members of the Society.

2. 25% of the total formal members of the Society shall constitute the Quorum for
the AGM.
3. During the AGM,
a. The outgoing ExCo shall present activities of the Society during their
term.
b. Amendments to the Constitution shall be made, if any.
c. The Honorary Treasurer shall present an audited statement of income &
expenditure and an audited balance sheet to the Society.
d. Selected Honorary Auditors will be announced.
e. The Honorary Secretary shall present the Annual Report after approval by
the ExCo.
Extraordinary General Meeting (EGM)
1. Ten or more formal members may request an EGM to be held by sending an
official letter to the Honorary Secretary. Such letters shall include the agenda of
the aforesaid EGM.
2. The Honorary Secretary shall convene such meetings within two weeks upon
receipt of the written request and give at least two days’ notice to all members of
the Society.
3. All members who requested for the EGM must be present at the EGM.
4. An EGM shall be convened to remove an ExCo member and/or appoint a new
ExCo member selected by the Shura.
ARTICLE TWELVE: AMENDMENTS TO THE CONSTITUTION
1. Amendments to the Constitution shall only be made at the AGM and proposed
amendments shall only be considered at least one week before the AGM.

2. Amendments shall be carried out only with the approval of the Shura Council, and
the President and the VicePresidents of the outgoing ExCo.
3. No amendments shall come into force without the approval of the Registrar of
Societies.
ARTICLE THIRTEEN: PROHIBITIONS
1. The funds of the Society shall not be used to:
a. Pay for the personal fines of member(s).
b. Put up bail for any member(s) who have been convicted in court.
c. Settle the financial debts of any member(s).
2. The Society shall not attempt to restrict or interfere with trade or prices, or engage
in any trade union activity as defined in the Trade Union Ordinance, 1940.
3. The Society shall not partake in any political activity or allow its funds and/or
premises to be used for political purposes.
ARTICLE FOURTEEN: DISSOLUTION
1. The Society can never be dissolved, either in person or by postal vote.
