INTRODUCTION

Transportation is the movement of goods and persons from place to


place by various means to accomplish the need. The growth of the
abilityand the needto transport large quantities of goods or numbers of
people over long distances at high speeds, comfort and safety has
been an indicator towards civilization and technological progress.
Generally, there are most common five modes of transport which are:
railroads, roadways, airways, waterways and pipelines. Railroad is a mode
of land transport in which flange-wheeled vehicles move over two parallel steel rails, or
tracks, either by self-propulsion or by the propulsion of a locomotive.In order to have
an effective and reliable Transport services, there must be a proper
management, planning and supervisionso as goods and people are
haulage accordingly in order to have economical operationalization.
This can be achieved by having a proper transport and logistics
management systems.

Transportation and logistics management can make or break a business.


The two goes hand in hand, transport management deals with carriage and
movements while logistics management includes managing transportation
and its costs. This report aims to report various activities performed
in Tanzania Railways Cooperation (TRC) as a partial fulfillmentof

LAYOUT OF THE REPORT.


The report consists of six(6) sections which are , Introduction, Literature review, Work done and
lesson learnt, Analysis and the description of the course of study and field practical training,
Conclusion, Recommendation, Area for further study and lastly reference.

Introduction consists of requirements of field practical, background, organization, vision,


mission and values. Literature review consists of the work done during the field practice. Work
done consists of detailed description of activities that are done and brought skills, knowledge and
experience. Summary on the objectives of field practical in the conclusion, recommendation and
area for further work by analyzing the achievements of the field practice. Reference used was
given.

1.0 HISTORICAL BACKGROUND

Brief History of TRC

Establishment
The History of Tanzania Railways Corporation can be traced back from 1948 after the establishment
of the East Africa Railways and Harbours Corporation (EAR&H). East African Railways and Harbours
Corporation (EAR&H) was a defunct company that operated railways and harbours in East Africa from
1948 to 1977. It was formed in 1948 for the new East African High Commission by merging the Kenya
and Uganda Railways and Harbous with the Tanganyika Railway of the Tanganyika Territory. As well as
running railways and harbours in the three territories it ran inland shipping services on Lake Victoria,
Lake Kyoga, Lake Albert and the Victoria Nile and the Albert Nile. When the East African Railways and
Harbours Coorporation was dissolved in 1977 and its assets divided between Kenya, Tanzania and
Uganda, Tanzania Railways Corporation was formed to take over its operations in Tanzania. Tanzania
Railway Corporation (TRC) was established under the Railway Act NO 10 of 2017 by merging the function
of Tanzania Railway Limited (TRL) and Reli Asset Holding Company Limited (RAHCO) The main objective
of TRC is to provide an Efficient and effective rail transport service, manage and ensure safety and
security of Rail infrastructure in T

1.1 VISION OF AN ORGANIZATION

 ” Vision
To be an efficient and reliable rail transport service provider in East and Cen
tral Africa

 Mission
To manage rail transport in cost effective manner through development and
maintenance of rail infrastructure and provision of safe and reliable rail
transport services for sustainable social economic development

1.2 Roles and Functions
The functions of TRC as stipulated in the Railways Act No. 10 of 2017 include among others the
following:-

(i) To provide rail transport services and manage rail infrastructure;

(ii) To Manage contracts on railways operations within the rail infrastructure


network;

(iii) To Administer environmental safeguard issues, railways safety and security in


general;

(iv) To manage residual assets of the defunct Tanzania Railways Corporation


(TRC) and short term liabilities;

(v) To identify and develop new railway projects;

(vi) To enter into agreement with other entities in order to secure the provision of
rail transport services, whether by means of Concession, Joint Venture,
Public-Private Partnerships or other means, and to this end to delegate its own
function of providing rail transport services to one or more railway operators;

(vii) Provide, on sound commercial principles of operation, secure efficient and


safe system of transport of passengers and goods by rail and wagon ferries
in inland waterways;

(viii) Acquire, operate trains, manufacture, maintain or, repair anything required for
the purposes of the Corporation;

(ix) Administer environmental safeguard issues, railways safety and security in


general;

(x) Provide safe passenger transport and other amenities or facilities for
passengers carried by the Corporation

(xi) To upgrade the railway infrastructure beyond the level to be undertaken by the
concessionaire; and

Acquire, operate trains, manufacture, maintain or, repair anything required for the purposes
of the Corporation

1.3 Core Values

Strategies of TRC

 To increase market share from (2%) to (9%) of import cargo for year 2018/19

 Procurement of new Rolling stocks (locomotives, Wagons and Coaches)

 Hiring of rolling stock (locomotive and wagons) from prospect customers

 To enter into agreement with major customers to rehabilitate and use TRC wagon

 To enter into concession agreement with operator who owns rolling stock

LITERATURE REVIEW

(i) TRC performance in number of passengers.

TRC has some activities of providing services such as providing transport services whereby they
are divided into two which are commuter and mainline. Tanzania Railways Corporation operates
commuter train services in the city of Dar es Salaam, It covers the distance of 12km from Ubungo
Maziwa to the city centre via Kamata, Bakhresa, Buguruni kwa Mnyamani, Tabata Matumbi, Tabata
Mwananchi/Relini and Mabibo, and 20km from City Centre to Pugu via, Kamata, Bungoni, Bakhresa,
Vingunguti, Kipawa, Airport, Banana, Mombasa and Gongo la Mboto. The service is available
during morning and evening rush hours throughout the week excluding Weekends and public

holidays. The ticket price for a single fare from Dsm-Ubungo is Tshs 400 for adult, Dsm-Pugu is
Tshs 600 and Tshs 100 for students Commuter is being used in the city while Mainline transports
people from Dar es Salaam to other regions.

MAINLINE TRAIN BOTH DELUXE AND ORDINARY TRAIN

One newly introduced Deluxe passenger train service departs every Sunday, alternating to
Kigoma (Lake Tanganyika shore) three passenger train service per week are run between Tabora
and Mpanda.

Catering Service; Meals are served in one charming Victorian atmosphere of the special
restaurant cars and are complemented by a selection of delicious foods and drinks. An enthuastic
team of chefs responsible for overseeing the very important task of ensuring guests every need is
catered for. There is variety of fresh local ingredients and local dishes.

Mobile Devices and Internet; In maintaining the spirit of travel, the use of mobile phones are
well ensured with charging systems and free Wi-FI internet.

The spacious coaches and suites offer passengers the opportunity to pass in from one coach to
another enjoying the scenarial views of natural areas with fittings and facilities that are of the
highest standard. All are equiped with a writing surface and a personal safe for valuables. Deluxe
train has Second Class sitting coaches, Second Class Sleeping and Third Class Sitting Coaches

1.9 ORDINARY TRAIN

Two ordinary passenger trains per week are operating between Dar es salaam-Kigoma and
Mwanza via Tabora back to Dar es salaam. Ordinary Train has First Class Sleeping Coaches,
Second Class Sleeping Coaches, Second Class Sitting Coaches and Third Class Sitting
Coaches altogether facilitated with special Restaurant Car and Delicious Foods and Drink

There is a rising and falling in the number of passengers transported in the financial year
2017/18The highest number was in June 2018 and the lowest was in February 2018 due to poor
conditions of track, ageing rolling stock and locomotives, despite of challenges passengers
performance has continued to increase compared with 2014/2015 2015/2016 and 2016/2017
financial year after the additional of one ordinary passenger train

TRC performance on freight.

TRL also engages itself in the transportation of freight from one place to another. The following
are the details on how many tones has the TRC transported.

There is a rising and falling in the number of tones transported in the financial year 2017/18.

The highest number was in September, 2018 and the lowest was in February, 2018 due to poor
condition of tracks, ageing rolling stock and locomotives, despite of challenges tones
performance has continue to increase compared with 2014/15 2015/16 and 2016/17 financial
years.

These are details on the number of tones for the corresponding years as from 2014/15 up to
2017/18respectively.

Tanzania Railways Corporation has special facilities to handle container traffic (CCBS,
LSB(c), HLB(c)). The Rail Mounted Gantry (RMG) crane at Dar es Salaam Port allows for
easy containers interchange from yard to flatbed wagons and vice versa. In order to facilitate

speedy interchange of transit containers, a Terminal has been established at Ilala Good Shed
in Dar es Salaam where Reach Stacker is available for container handling

WORK DONE AND LESSON LEARNT.

In my field big job and area where I learn allot of things as Transport officer is CORPARATE
PLANNING&INVESTMENT UNIT(PLANNING)

Planning, is a way of determining what each section must accomplish to ensure that the
enterprise’s broad objectives are realized. Planning is necessary because the future is uncertain
and changes inevitably have to be introduced .It also helps management to anticipate problem,
take timely corrective measure and apply control. This section will focus specifically on
Planning of services provided by Rail transport. To fully grasp the concept of modern planning
it’s important to bear the following in mind; Planning is not an end itself and should not be
carried out in Isolation .since it form part of the normal ”Planning and Control” cycle on which
corporate management is based. Thus it should not be reduced to the mere prediction of
economic trends
The very purpose of planning is to stimulate action ,which is why it should be directed at specific
objectives and used as an incentive to spur the enterprises on towards goal achievement

Planning of Rail transport services, services should be developed and marketed in response to
user requirements rather than being presented merely as trains consisting of trucks or coaches.
services as such is not a concrete or durable asset and also depends to large extent on the
qualities of the individual employees rendering the service

Planning a servicer incurs costs, since it means providing capacity and resources that are not
always compensated for by financial returns, except when such services are used during their
lunch into the transport market

For service planning to make a contribution to the overall management of railway enterprises, it
should be based on systematic pattern involving;

(i) Short-term planning, comprising a price policy, sales promotion, utilization of


productive means(track and rolling stock),personnel policy and the corresponding

financial investment this king planning for TRC can planned for three month(quarterly)
or semi annually(within 6 month)
(ii)Long –term planning, in the form of a future –oriented corporate policy (i.e
Investigation of future growth sectors and the types of service to be supplies),
implementation of these ideas by way of corresponding capacity and investment policy,
service development based on new technology and operating methods and strategic
marketing policy when I was at this section a have participated in preparation of Five
Plan of TRC starting 2018/2019-2023 the aim of this plan is to ensure that organization a
run with maximum profit and reduce unwanted costs
Quantitative planning involve not only the interaction between certain functional facet,
such ads sales, production technology and personnel, on the one hand, and the decided
measure upon, on the other, but also the setting of internal objectives based on theoretical
traffic projections and the development of corresponding capacity policy
This requires a certain objectivity towards projected figures if the exercise is to produce a
responsible assessment of corparate strategy aimed at bringing about the economic and
rational use of equipment and rolling stock (capacity policy on freight traffic a case in
point)
The decisive factor,in determining whether the enterprises is maintaining its competitive
position and therefore its turnover,is the quality of the services rendered and price
charged.Service planning should be more be more succesful if based on the following;
(i) A thorough knowledge of market and its possible future requirement in
terms of quality and prices,suscepbility to quality improvement, the
possibility of competing forms of transport and the ability to identify areas
wuth market potential
(ii) Objective knowledge of enterprises’s ability to improve the quality of its
services,reduce costs and design new types of service

The following are some of the practical problems the service rendered which still have to be
solved in planning of rolling stock,coaches and lines in TRC

a. How to use modern passenger and goods traffic production equipment effectively (eg
new lines and rolling

b. Short distance service(train),the possibility of using simplified operation methods and
equipment
c. Devising a policy and service format specifically for “small”consinments
d. Ways of improving quality and reducing costs in conventional truck-load traffic
e. Way of developing combined transport production methods to make provision for
different quantities and production formulas in future

Thefacets of service planning of TRC considered different planning angles such as

I. Acquisition of resource in the long term and about the capital investment involved.
In view of their long term impact, top management is normally directly involved in
these decisions. Strategic planning like propased 5 year plan of TRC from
2018/2019-2023 the plan discussed or focused on;
 Network development ,improvement and contractiion
 Positioning of shunting facilities
 Long term planning of train services
II. Tactical planning,This involves decisions that usually have medium-term planning
horizon and focus on the effective allocation of existing resources rather than the
acquisition of additional or new ones.Tactical planning decision consern, for
example
a. Train selection and traffic routing,which trains should be operated at what frequency to
accommodate traffic demand?
b. The train schedules,train schedule planning is the way of planning the day –to-day
allocation of locomotives to train example for TRC train schedule are like ordinary train
to Kigoma and Mwanza a pass twice per week Monday,and wesday and Deluxe train
pass on Tueday only per week
c. Track scheduling and prioritization –the allocation of trains according to prioities
example the train with construction of SGR must be given the first priority than other
train also WFP haurage are given first priority
d. Providing empty trucks and coaches to meet rail transport demand example to provide
train to Mpanda in order to transport maize,rice etc

e. Train composition, how should trains be assembled to ensure effective operation? For
example the passenger train from Morogoro to Dodoma a normally contain 20 coaches
bogie due to the little mountains
III. Time, is an important element in all the type of planning mentioned above and will
influeance the various decisions.The different kinds of planning can be facilitated by
the use of computerized systems to establish the transport system’s need in CPI unit
their a responsible in making sure that the planne time for project are follewed
accordly

ROLE OF CPI UNIT( PLANNING) FOR TRC

(a) To develops methodologies for data collection on various aspects of the Institutional
operational Programs;
(b) To assess the system’s clientele needs;
(c) To analyse program loads and implementation techniques;
(d) To find out operational efficiency of the program using cost and other indicators;
(e) To assist in preparation of investment policy;
(f) To store and retrieves inventory information;
(g) To interpret and analyse data for plan formulation;
(h) To prepare estimate for capital development; and
(i) Performs any relevant duties assigned by supervisors.

(a) To formulate and co-ordinates corporate plans and strategies based upon
priorities for resource allocation to various functional program;
(b) To co-ordinate preparation of recurrent and capital development budgets and
prepares mid-term cost adjustments;
(c) To co-ordinate studies on Institutional research;
(d) To participate in educational and Administrative efficiency studies;
(e) To assist in managing the general planning section; and
(f) Performs any relevant duties assigned by supervisors.

(h) To liaise with the office of Director of Finance in preparing the Institution budget; and
(i) Performs any relevant duties assigned by supervisors.

Duties and Responsibilities:
(a) To head the co-ordination and supervision of all aspects regarding financing and
investment;
(b) To carry out research on railway transport and investment issues.
(c) To formulate and coordinates corporate plans and strategies based upon priorities for
resource allocation to various functional program;

Most the work that was being done is data collection and Compilation.

We were argued to collect data for accidents, locomotive failures, locomotive utilization and
time closure reports from other Departments and Units.

There were no direct application of the knowledge got from classes to but it was somehow used

WEAKNESS OF THE ORGANIZATION
TRC weakness they are:-
 Communication problem which caused by Network and the system used by TRC to
Communicate. For example using of radio call and mobile phones.
 Poor Electricity supply, this is because TRC working in 24 hours in Organization that need

CONCLUSION
This part it shows the manner of a trainee through doing practices in an organization and it helps
a student to include curriculum vitae (CV)and which can be a way of strengthening of a career
as an TO (Transport officer).For example me had not tried to do a practical training but after
applying at TRC and got an opportunity to be a trainee and I started to learn some of activities as
Transport officer example marshalling of train, shunting of train, ticketing etc ,that are never
know to do before practical training so it help me to prepare my CV.Also Field practical training

is important for students because it helps students gain experience from what they are taught in
class. Supervised field practical training is similar to the education or internship with exposure to
real world problems. Education institutions and the employers in different sectors believe that
field practical training is beneficial and complement to the students’ academic work.

Through the field practical training, I have been able to build the spirit of team work, generating
and making a good interpersonal relationship through my interaction with my supervisors, my
colleagues at TRC and be able to learn about its performance.

Despite of the lessons that are learnt, there is challenge which is delay of the response of field
practical training places or areas from different institutes and hence this leads to students having
late fields

Practical training is crucial to various parties as it has been elaborated here in the following
manner;

 As a student, enabled me to increase self-confidence and the spirit on the work I performed.
This had been realized after completion of training. It may also help students get employed in
the same organization after they have graduated. Furthermore it enables students to
understand the working environment. From different historical backgrounds and behaviour as
well as their ethnicity among various employees; students may acquire a great experience in
their professional fields of practice hence creating the potential prominent expert on different
arena. On top of that students would be able to put in practice what they learned in the class
as theory in different work organization.
 Also, to the employers it facilitates recruitment process. Here from the general performance
towards the assigned organization tasks, employers will be able to examine the extent of
commitment, accountability and accuracy and pace of performing the activities. Through this
evaluation employers will be able to decide whether to sign up or leave the students after
they have graduated. Furthermore the work organization could create a network with the
higher learning institution here by referring to NIT to facilitate recruitment of the best
employees they need by advising and providing all relevant facilities to the institute to enable
launching of new programs that reflects the actual activities performed by the organization.
In additional to that the organization will be able to obtain the most qualified and competent
employees through this approach.

RECOMMENDATIONS.

It is recommended that supervisors should find areas for field practical training to avoid delay of
field.

It is recommended that supervisors should provide a seminar to students on how the field
practical training will be and how to fill the logbooks.

It is recommended that from the first year students to have the field practical training due to the
fact of gaining more experience and being exposed in the second year. And this will reduce the
idleness of the first year students. It is recommended to the students to be of good image to field
practical training institutes. This is by cooperating together with the colleagues, working hard
and this may lead to employment opportunities after being done with the studies
