During the leadership of Assoc. Prof. Alcyn R.
Bakkang, former Director of the Office of
Student Affairs (OSA) and the present Vice Chancellor for Student Affairs at MSU-TCTO, when
the Lenovo Company generously donated nine (9) laptops to the university. This donation was
aimed at supporting the academic needs of students, recognizing the growing importance of
digital tools in higher education. The laptops were intended to be used primarily for coursework,
research, and other scholastic activities, allowing students, especially those without personal
devices, to access important academic resources and complete their academic requirements
efficiently.
To ensure proper utilization and management of the donated laptops, the former OSA developed
a comprehensive set of guidelines outlining the borrowing process, responsibilities of users, and
limitations on usage.
The following are the general guidelines to be followed:
1. Bona fide students of MSU-TCTO may borrow laptop at the Office of Student Affairs (OSA).
Those who are not students of the University are discouraged.
2. Laptop shall be borrowed by an eligible student, and should not be borrowed on behalf of
anyone else.
3. Students must bring their valid school ID or Certificate of Registration (COR) and secure a
borrower's card at the OSA. 4. Student must sign in on the logbook provided at the OSA.
5. Student may borrow a laptop for a maximum of 3 days only.
6. Laptop should be borrowed from 2:00PM to 3:00PM and it should be returned before 9:00AM
on the day of return.
7. Failure to return the laptop on the due date will mean a fine of PhP50.00 per laptop. 8. Student
may only borrow one (1) laptop at a time and is not permitted to borrow a laptop for another
individual.
9. Reservations of laptop are not allowed and is provided on a first-come, first-served basis.
10. User is not allowed to delete or change any software/applications without the permission of
any OSA staff.
11. User is not permitted to install his/her software/applications on the borrowed laptop.
12. User is responsible for saving or copying his/her own files external storage devices.
13. Borrowed laptop should only be used for coursework and should not be used for any personal
work.
14. Borrower is responsible for any charges incurred for overdue, lost, or damaged the laptop.
15. Treat the fellow users and OSA staff with respect and courtesy.
The second photo shows a statistical chart detailing student laptop borrowing from February
2024 to May 2025. The data indicates a total of 149 students borrowed laptops within this
timeframe. The peak usage occurred in February 2024 with 27 borrowers, while notably lower
numbers were observed during the vacation months of June and July. This data provides insight
into laptop usage trends and notes the importance of the OSA’s laptop lending program in
addressing students’ technological needs across the academic year.
Currently, the Office of the Vice Chancellor for Student Affairs is the designated office
responsible for overseeing and facilitating the use and borrowing of laptops.
