General information

What is the comparative evaluation of studies?

TheComparative evaluation of studies conducted outside of Quebecis an expert opinion given for informational purposes that establishes a comparison
general comparison between two official educational systems. The comparative evaluation describes the school documents and indicates which school benchmarks
(or main diplomas) and to which fields of study in Quebec the studies completed outside of Quebec can be compared.
The Ministry examines the school documents submitted to it by applying rigorous standards and recognized analytical methods.

Do you need a comparative assessment?

TheComparative evaluation of studies conducted outside of Quebecshould only be used to support the understanding of your documents
school. It is neither a diploma nor a diploma equivalency. Since the comparative evaluation does not create any obligation towards a
employer, a professional order or any other regulatory body, you must check if it will be required from you before submitting
a request.

How to make a request for a comparative evaluation?

Your request for a comparative assessment must include the attached form correctly completed and bearing your original signature, ALL the
requested documents in the required format as well as the FULL payment of the fees. Otherwise, your application will be returned to you.

Do not send original documents unless advised otherwise.

A. Supporting documents for identity Required format: photocopy

Your request must include a photocopy of one of the following identity documents:
the pages of your valid passport indicating your identity, the date of issuance and expiration as well as any modifications made
to this information;
a birth certificate or a birth act;
• a document issued by Immigration, Refugees and Citizenship Canada (Canadian citizenship certificate, permanent resident card,
permanent residence confirmation document or asylum seeker document.

B. Diplomas and transcripts Required format: certified true copy
You must include in your application a certified true copy of all the school documents you wish to have evaluated.
If you provide photocopies (in color or not) of diplomas or transcripts, your application will be returned to you.

For primary studies, you do not need to attach any documents to your application since the Ministry does not evaluate them.
For secondary or post-secondary studies completed in vocational or technical training, you must attach your diploma.

• the school documents that certify incomplete post-secondary studies;
• school documents issued by an educational institution in a province or territory of Canada;
• professional internship certificates that are not part of the official school training leading to the diploma;
certificates or attestations of skills or professional qualifications;
work certificates.

What is a certified true copy?


It is a photocopy of an original document certified as true by its sender or by a recognized authority of the country or territory that has
delivered the document.

Unrecognized authorities
The following authorities are not recognized by our ministry to certify documents as compliant:
a commissioner for the oath
a notary from Quebec;
a lawyer from Quebec
a translator from Quebec.

If you submit a document or part of a document (including a seal or stamp) in a language other than French
or English, you must provide the following items:
the document in its original language while respecting the required format: for an identity card, you must provide a photocopy,
And for a diploma or transcript, you must provide a certified copy.

D. Fees to be paid

Your request must include full payment of the fees in Canadian currency. To find out the amount to pay, please visit our website.

The only accepted payment methods are as follows:
Credit card;
Please attach the original credit card payment form available on our website to
www.immigration-quebec.gouv.qc.ca/en/forms/form-title/payment-card.html;
Please fill in all the fields of the form, especially:
the exact number and expiration date of the credit card,
the exact amount in Canadian currency,
° the name and original signature of the cardholder;
Your credit card must be valid;
Postal mandate from Canada Post;
• Bank draft or check made out to the Minister of Finance of Quebec. You must write your name on the back of the check.

The only checks or bank drafts accepted are:
a certified or endorsed check drawn from a Canadian bank,
a check issued by a stockbroker,

the form correctly completed, dated and bearing your original signature;
the photocopy of your identity document;
a photocopy of an official document explaining the difference in name, if applicable;
a certified true copy of the transcripts and diplomas required;
the original of the translation of documents or parts of documents (including seals and stamps) submitted in a language other than
French or English;
