The Philippine National Police (PNP) was created in 1990 through the passage of Republic Act No. 6975 to establish a national police force that is civilian in character as mandated by the Philippine constitution. The PNP aims to be a community and service-oriented agency, as outlined in Republic Act No. 8551. It activated the Internal Affairs Service in 1999 to oversee the organization. The PNP envisions becoming a highly professional, dynamic and motivated organization working with communities by 2030 to attain a safer Philippines for all.

Introduction

The Philippine National Police (PNP) was created through the


passage into law on December 13, 1990 of Republic Act No. 6975
entitled An Act Establishing the Philippine National Police
Under a Reorganized Department of the Interior and Local
Government and for Other Purposes,. This law gave way to the
creation of the country's police force that is national in scope
and civilian in character as provided for in the Constitution. It
is administered and controlled by the National Police Commission.
The PNP was envisioned to be a community and service
oriented agency with the effectivity of Republic Act No. 8551,
otherwise known as the Philippine National Police Reform and
Reorganization Act of 1998. As mandated by law, the PNP
activated the Internal Affairs Service (IAS) on June 1, 1999. It
is an organization within the structure of the PNP, and it is
headed by Inspector General.
Under the local setting, the police primitively evolved from
the practice of the different tribes to select able-bodied young
men to protect the people from the assault of the rival tribe,
and to maintain peace and order within the village. The countrys
police system started by the coming of Spaniards, until such time
that the Philippine National Police was known, from Philippine
Constabulary, Integrated National Police, or PC-INP.
Police organization is a group of trained personnel in the
field of public safety administration engaged in the achievement
of goals and objectives that promotes the maintenance of peace
and order, protection of life and property, enforcement of the
laws and the prevention of crimes.

Republic Act 6975 entitled An Act Establishing the Philippine
National Police under a reorganized Department of the Interior
and Local Government and Other Purposes as amended by RA 8551
Philippine National Police Reform and Reorganization Act of 1998
and further amended by RA 9708.
