Dear Mr. Walsh:

This is a request pursuant to the California Public Records Act, Cal. Gov. Code §§ 6250, et seq.
We are contacting you because it is our understanding that you are the representative of
Governor Wilson’s Administration and our request covers records from this time period. We
also understand that, pursuant to Cal. Gov. Code § 6268, you are authorized to release Governor
Wilson’s documents.

Subsequently, under Cal. Gov. Code § 6253, I wish to inspect, copy, or receive all records in your
custody and control pertaining to the following:

ƒ All studies and reports submitted to the Governor’s Office in relation to consideration of
the SP-1 and SP-2 resolutions.
ƒ All documents submitted to the Governor’s Office in relation to consideration of the SP-
1 and SP-2 resolutions.
ƒ All documents reflecting any meetings attended by members of the Regents the month
before and after July 20, 1995; and
ƒ All documents reflecting communications between Ward Connerly and other members of
the Regents.

To the extent that these requests are not clear, I request that you assist me in “mak[ing] a focused
and effective request that reasonably describes an identifiable record.” Cal. Gov. Code §
6253.1(a).

I would like to receive copies of this material as soon as possible, and would like to work with
your office to reach this end. If you believe that you must investigate whether some of the
documents requested are not required to be disclosed, I ask that you provide copies or access to
the requested documents in a piecemeal fashion so that I may have access to those documents
that are clearly open to public inspection as soon as possible. To the extent that you feel that
some of the material in these records is exempt from production, I request a “reasonably
segregable portion” of the records “after deletion of the portions that are exempted by law.” Cal.
Gov. Code § 6253(a).
