Opportunities,

Challenges and
Threats in Media
and Information
Module 7
A Powerful Tool
The Senior High School Curriculum includes
media and information literacy, which promotes fair
access to information and knowledge, creating
opportunities. This field focuses on the impact of
mass media and emphasizes the importance of being
able to use, understand, and think critically about
media and information in today's digital society.
Opportunities,
Challenges, Threats and
Risks in Media and
Information
The use of online materials for research has become prevalent
among professionals, students, and adults, making research work
more convenient. While some argue that traditional methods are
more effective, the internet's potential for development is recognized
by UNESCO. The internet provides a vast volume of resources and
diverse opportunities for education and economic growth.
Opportunities
• Online Shopping:
Consumers can directly buy goods over the internet using a web browser. Consumers may
visit the website of the retailer directly or use a shopping search engine to find alternative
vendors' websites.

• Citizen Journalism:
Involves the collection, dissemination, and analysis of news and information by the
general public, particularly through the internet. Suggested definition of Citizen Journalism
from International Media Support, which references to “untrained” citizens, on page 4 of
the document on this link:

1.pdf

• Online Education:
With an internet connection, individuals can earn a degree without attending face-to-face
Challenges
• Age-inappropriate content:
The internet contains inappropriate content such as pornography and violence,
which can be harmful to children and young people.

• Illegal content:
Unscrupulous individuals use the internet for illegal activities including human
trafficking, coercion for commercial sex acts or labor, and promoting racism
and discrimination.

• Privacy invasion and identity theft:

Personal information shared on the internet can be used for illegal activities
such as phishing, where sensitive information is fraudulently obtained. Users
should be cautious about sharing personal data online.
Threats and Risks of Media and
Information
The Philippine Constitution guarantees the right to
freedom of opinion and expression, allowing individuals to
express and receive information through any media without
interference. It emphasizes the importance of respecting
differing opinions by engaging in peaceful discussions and
avoiding aggression. The text also highlights the
responsibility that comes with freedom of speech and the
laws that prevent its abuse and misuse, ensuring the
protection of others' rights and well-being.
Libel / Slander
In the Philippines, libel is defined as the act of publishing
a false statement with malice that damages another person’s
reputation, office, trade, business, or means of livelihood. It is a
violation of Article 355 of the Revised Penal Code and can be
committed through writing, printing, or similar means. When the
defamatory statement is spoken, it is considered slander.

General example of libel/slander: Spreading false rumors about

someone having an extra-marital affair, damaging the person’s
reputation.
Piracy
Piracy involves the illegal duplication and sale of copyrighted
content at lower prices in the black market. It is prohibited under
the Cybercrime Law, with penalties ranging from fines of Php
200,000 to Php 500,000 and imprisonment from six to twenty
years. The Intellectual Property Code and the Anti–Camcording Law
were previously in place to address piracy. Piracy deprives
producers and artists of rightful compensation and has been a
concern in markets like Quiapo in Manila. Although it was removed
from the list in 2012, piracy has continued to grow online due to
easy access to technology.
Cybercrime Law
The Cybercrime Prevention Act of 2012
(Republic Act No. 10175) addresses various online
offenses, including identity theft, child pornography,
data misuse, cybersquatting, and other internet-
related practices. However, it sparked controversy
due to its inclusion of online libel as a criminal
offense, which restricts freedom of expression.
Education, Economic,
Social and Political
Aspects and Influences
of Media and
Information Literacy
Media Innovation
Innovation in media refers to the development of new
methods, products, and platforms that better serve existing needs or
address previously unidentified ones. This includes changes in
various aspects of the media landscape such as new business
models, production methods, and technological advancements.

Over time, areas for improvement and advancement in media

continually emerge, including new media associated with
telecommunication, computers, internet, virtual worlds, and other
related technological and media advancements.
Influence of Media on Education
Media, in its various forms, significantly impacts society by

raising awareness of local and global issues and enhancing education.

It encompasses platforms like short films, articles, blogs, and digital

technology, which can be utilized to stimulate discussions and

reinforce learning. Even non-digital tools like chalk and blackboards

can aid teaching when resources are limited. By using media in the

classroom, critical thinking and problem-solving skills can be

cultivated, ultimately empowering people to form opinions and devise

solutions for societal challenges.

Influence on Society
Media's influence is pervasive, reaching almost everyone
through various platforms such as social media, magazines, and
advertisements. The emergence of platforms like Facebook,
Instagram, and Twitter has revolutionized how we connect and
interact, facilitating societal engagement and the development
of relationships. These modern forms of media have
transformed how we engage with diverse perspectives, access
information, and conduct business, significantly departing from
traditional media such as newspapers and books.
Economic Influence
The new media has significantly expanded opportunities for
individuals to offer products and services online, thus augmenting
their income. This innovation has also created new job opportunities
in various fields, such as tutorials, airline booking, art selling, product
reviews on YouTube, blogging, photography, and other IT-related jobs.
Social media, once expensive for businesses to advertise on, is now
accessible for any media-literate individual or business entity to
establish their own brand and easily sell products and services.
Overall, the impact of new media on economic progress and stability
is undeniable.
Political Influence
With the wider internet reach in the Philippines, there has been a
corresponding increase in Filipino social media users. This has led political
individuals, parties, and government agencies to recognize the power of social
media platforms for public communication. Digital Diplomacy, also known as E-
diplomacy or Digi diplomacy, refers to the government's use of social media and
information technology to communicate with the public, especially foreign
audiences. Foreign ministries, embassies, and other government agencies have
actively utilized social media accounts, particularly on Twitter and Facebook, to
directly and cost-effectively engage with target audiences. This has increased public
participation in both local and global issues. However, the spread of fake news on
social media has become a significant concern, leading to measures by platforms
like Facebook and Twitter to remove fake accounts and sources of misinformation.
