What new functionality do you need?

The JGLOBAL_FSM and exglobal_fsm.sh scripts use variables not defined in standard rocoto or ecflow workflows and do not make use of some of the various scripts (like jjob_header.sh). The scripts should be updated to make it workable for all setups.

Acceptance Criteria

The jobs run correctly in ecflow and conforms with the style of other J-Jobs and ex-scripts.
