According to this paper, ISO 14443-4 specifies a Frame Waiting Time which is negotiated between the reader and card. It is not used by many readers, but for those that use it, we could set the FWT as high as 5 seconds to give us some breathing room, at least as long as we can actually influence that negotiation and it does not happen in the firmware of the NFC chip.
