Some of our other projects have constraints on the Python versions they are compatible with. When they require Cirq as a dependency, it's not immediately obvious what are the minimum Python versions for different versions of Cirq. It would be useful to put a table, perhaps in in the top-level README.md file, with a table listing Python versions and Cirq versions (and possibly NumPy and Protobuf versions).
