When a project lead is brought into another project using the "Add Team Member" input, they retain their project lead status and permissions

To replicate:

• Have an account that is a project lead on some project
• Make a second project
• Go to "Manage Team", and then "Add Team Member". Submit the first user's RCS ID here.
• The transferred user should be a project lead now
