For some reason, the Print Screen key can't be entered into any of the Hotkey fields.

All the other keys on my keyboard seem to work, but when pressing the Print Screen key, the field changes to "None" and loses focus.
Attached is what it looks like moments before disaster. Since the print screen key is part of the issue, I made a mock-up of what I see instead of using a real screenshot, sorry. In this situation I'm trying to set the Start Snip (Toolbar) Hotkey to Ctrl+Shift+PrtScr. Pressing Ctrl+Shift shows up like this, then adding PrtScr just changes the field to say None.
