Biography
Eulogio Gumataotao was born in Tamuning, Guam. He earned a bachelor's degree from California State University, Bakersfield in 1994. His career experience includes working as a managing partner.[1]

He served at the territorial government level, most recently as Director of Policy, Planning and Community Relations at the Judiciary of Guam. Shawn served as Deputy Chief of Staff and Director of Communications for former Guam Governor Felix P. Camacho.
Additionally, Shawn is an Adjunct Instructor in the Division of Communications, Media and Fine Arts at the University of Guam. Mr. Gumataotao is a subject matter expert for the Naval Postgraduate School Center for Homeland Defense and Security. His clients have included the Guam National Guard, Naval Facilities Engineering Systems Command Marianas, CACI International Inc. (National Guard Bureau), Guam Power Authority, the Guam Department of Public Health and Social Services, Chickasaw Nation Industries (US Centers for Disease Control and Prevention) and the Pacific Island Small Business Development Center Network (U.S. Small Business Administration). An award-winning television news reporter, videographer and podcaster, Shawn worked for 12 years at broadcast stations in California and Guam. He is a graduate of California State University Bakersfield.- Across Guam, families are dealing with the rising cost of living. Too many of us are struggling to meet even basic needs. I will support legislation to help small businesses thrive. We must promote small business and provide these hallmarks of our island economy with the tools they need to succeed. We should incentivize companies to establish themselves in Guam and hire Guam workers. Additionally, I support investments in agriculture, at all parts of the Guam supply chain, and transportation.
- Guam must protect families and business owners by better supporting our public safety agencies. We must properly fund and train our law enforcement personnel to ensure our neighborhoods and schools are safe now and, in the years, to come. Additionally, I support investments in school safety through improved emergency preparation and response policies as well as increased mental health training, funding, and suicide prevention.
- My decade of experience as a creative problem solver in the Executive and Judicial Branches of the Government of Guam will enable me to work with others to eliminate unnecessary government spending while streamlining and improving essential services to lower costs for our taxpayers in 2025 and beyond. As a small business owner, I understand that government does not create jobs, but too much government does eliminate jobs. I will use my extensive private and public sector experiences to eliminate waste and inefficiencies in the Government of Guam.
