So, is it in flight mode or something? It's just really weird looking.

It's actually 'exploding' because it was crashed into. These sets were like LEGO by Michael Bay, essentially.
Looks like something out of Mad Max. I kinda like it, might have to take a closer look.
What........ am I looking at here?
@WemWem ditto
Wow... Part galore! The set may not look much but it sure is filled with beautiful pieces...
Its a monster truck and a tow truck rolled into one...I think
something something Witness Me
I love the look of this one.
I've actually got this one, my dear mom got it for me several years ago after finding it on sale somewhere. She figured I could at least use it for pieces, and she was right, it is quite a decent little parts pack!
It looks as though it WAS some kind of vehicle that was put through a car crusher and is now just a crumpled hunk of metal (plastic).
Alternate set name: 8140 Junkyard Scrap Heap
I have all of that year's power racers. This is probably the weirdest of the bunch. I guess it's supposed to be some kind of modified souped-up tow truck, though the driving compartment behind the pop-off hood looks a little strange.
Yet, I somehow think the set does look cool. It looks like a car that belongs to a villainous, cheating type of driver. The other 5 racers of that series look more heroic/neutral.
You can tell from this set that Lego hadn't quite worked out all the kinks from the early-to-mid 2000s Malaise Era by 2007, but they were almost at the modern era of high-quality design.
I have a bunch of those 13 panels. Always wondered what they went too.
