JL mentioned the numbers for Antioch seem fishy (e.g. just ~400 reported stops in 2023). He wonders if we have any way of flagging or noting when there are signs of under-reporting. Couple of people in the meeting mentioned the under-reporting problems with RIPA and having brought up the issue with the board.
ID and I are planning to collect CAD data in CC County to do an analysis of reporting rates like the LA OIG did with the LA Sheriff's Department. Beyond that just based on population or big shifts year-to-year within the same jurisdiction maybe there are some automated tests that we can use to at least flag questionable agency data.
At minimum, we can include some kind of caveat/footnote about known issues with the data, quoting from the "About" page that talks about the underreporting issue.
