cookie consent popup disappears and defaults to allow when navigating directly to a control sample page #4366
Description
What is the issue and how can we reproduce it?
- open a chrome incognito window
- Open the sample https://sdk.openui5.org/#/entity/sap.m.Input/sample/sap.m.sample.InputValueState
- wait for the page to load
- ... --> Issue: ...
actual behavior
the page seems to reload and the popup disappears
ui5.cookie.popup.mp4
then the cmapi_cookie_privacy cookie is added with the value permit_1|2_functional which i assume means i've accepted functional cookies, which i did not want to do
Expected behavior:
dookie popup doesn't disappear

tested on chrome and firefox, only happens on chrome
