[Bug] Clicking on any menu leads to "An error occurred" in some cases #23658

An error occurred
The requested website idSite is not found in the request, or is invalid. Please check that you are logged in Matomo and have permission to access the specified website.
What should happen?
The page loads normally
How can this be reproduced?
Reproduce:
- Go to any report
- Click on the export button
- Click on "[Show Export URL]" in the modal
- Click on "[Admin → Security → Auths Tokens]" link
- Then click on any left menu item eg. "Schedule Report"
