Three things need testing for Firefox 145.

1. I forgot to document Enabled in the GenerativeAI section. This is now available. We need to verify it works and that when it is false, it can be overridden by the individual GenerativeAI policies an vice versa.
2. BaselineExceptions and ConvenienceExceptions in EnableTrackingProtection. I did the locking on these incorrectly originally. They should only be Locked if explicitly Locked even if Category is set to "strict" (https://bugzilla.mozilla.org/show_bug.cgi?id=1992716)
3. The GenerativeAI->Chatbot policy only turned off the sidebar, not the context menu when right clicking on pages (https://bugzilla.mozilla.org/show_bug.cgi?id=1994791)
