Now that multipart form uploads are supported by the txtai API (#630), this should be supported in API pipelines that work with file content.

A new upload endpoint should be added. This will make it possible to enable/disable file uploads.

This change will enable uploading files for the following pipelines:

• Caption
• Objects
• Tabular
• Textractor
• Transcription
