fix(ci/docker): use docker credentials in CI for higher docker usage limits

## Description

We have occasionally witnessed flakiness in CI that is caused by hitting rate limits for the docker pull queries (see https://github.com/op-rs/kona/actions/runs/15402547811/job/43338351969). The solution would be to provide docker credentials inside the CI run to increase the rate limits.
