I recommend this be dependent on adding MAINTAINERs.md and CONTRIBUTING.md to the org-level (#25), and splitting out DEVELOPMENT.md from CONTRIBUTING.md (#24), as that would make it easier to manage synchronization.

The following fixes need to be made to the OpenTofu CONTRIBUTING.md

• move some of the contributing > Getting Started stuff to the README
• Mention good-first-issue and unassigned when looking at issues
• Split contributing guide by a potential contributor's skillset or focus
  • this might include non-code contributions, like graphic design
• Change "submit code" to "open pull request"
• Link to all supervised repositories as options for contribution
• Update the current events. This may mean not mentioning the times, or managing that source-of-truth elsewhere.

The following fixes need to be made to the MAINTAINERS.md

• add committers to maintainers
• Link to governance in Maintainers
