When trying to write #9178 I noticed two bugs with the display of help text in LORIS, both likely related to the CSS as they're both related to scrolling.

1. The bottom of the last paragraph is cut off. There is no way to scroll down far enough to read the end of the last paragraph (I suspect the amount cut off might be the same size as the LORIS header)
2. If not at the top of a page, there is a gap the size of the LORIS menu header before the help
