setValue not working correctly if fill is false #79

setValue not working with measurement components
Should work like this:
$('#test').mobiscroll('setValue', 19.70)
$('#test').mobiscroll('setValue', -19.70)
$('#test').mobiscroll('setValue', '19.70 C')
If no unit is given, default unit should be used
