When using Windows 10 Desktop, Chrome Version 76.0.3809.100 (Official Build) (64-bit), the animation releases and bounces back when the mouse is stopped. I have uploaded a demo of the issue here:

Can you fix this so that the effect behaves the same as in the same Chrome Version on other OSs?
