When http_headers are configured, the headers are sent to both the ip_lookup and lookup services.

An improvement would be to allow to configure separate http_headers for each lookup service.

We attempted to send an authorization token in the headers to a custom lookup service but when we do, the ipinfo_io request is failing due to the invalid authorization header.
