Describe the bug
当配置已经存在时，调用ConfigInfoPersistService.addConfigInfo方法时 MySQL 和 Derby 数据库表现不一致， Derby 数据库数据库插入失败后不会抛出异常，导致方法调用方认为配置发布成功
