The bot doesn't need to spam the same messages over and over again, especially if there's no new people in the room, or if the same ticket is mentioned over and over again.

It should remember the last 10 issues, or so, and only provide links if it hasn't already done so recently.

This list could be cleared if a new person joins the room, so they benefit from the links.
