Make a simple "first matched" rule mechanism to reply by default to all queries.

For example: -default 'blah.*/127.0.0.1' -default '127.0.0.2'

Will reply 127.0.0.1 for everything matching blah.*, 127.0.0.2 otherwise.

If the option is not specified, can reply not found as currently.

Default is only applied after repository resolution fails.
