Hello,
If a step runs for the first time ever in a dag, the out and err buttons are missing, preventing the user from checking the logs live.

As soon as the step stops (cancelled, failed or succeed), the buttons show up and never go away.

Steps to reproduce:

1. Create a new dag definition file
2. Create a new step that runs a command that takes time
3. Run it.

Unfortunately, it can be hit or miss, as I cannot repro it 100%
