Track the work required to modernize the quickstarts and align the getting started guide with current Dapr agent usage.
Tasks

1. Update the hello world quickstarts to use the core Dapr agent scenarios.
2. Clean up the high-level quickstarts structure.
3. Update the getting started guide.
