The problem at your report is your sizing of the used table and the integrated grid-table at cell level.

But you can create the report if you change the pagebreak-behavior of the row from "avoid" to "automatic".
Your table row definition at all of all rows (Header, Group, Detail, etc.) works with a fixed height which is larger like your selected master page.

Second option is that you set no repeat of the header-row after pagebreak.

And your cell-grid is larger like the table-row. Therefore the get a kind of endless loop because BITR tries in your current report-version to keep the cell-content together which cause the behavior that each cell row will be broken endless.
Therefore you get so huge file and no result.

You should arange your row height / master page height correctly and then you will get a good result.
