We currently got nothin, and I can't file individual tickets against nothin.

Ideas:

• High-level overview of activity, with details that we may not want to show on public stats pages
• Permission management
• Anything setting off red flags (cf. Miscellaneous rate-limiting #63)
• A big red button to shut the site off, or in read-only mode, or whatever dumb thing

I feel like I should have more ideas here.
