Is there a Rust equivalent to https://buck2.build/docs/prelude/rules/python/cxx_python_extension/?

The prelude code mentions rust_python_extension in a couple of places, but it is nowhere to be found.

Is it a Meta-only thing? If so, is there a chance that it could be open sourced?
