When a news site is added, we should immediately trigger a scan, so that other functionality (e.g., leaderboards) that depends on scan results will not break until the cron job runs.

(Nice to have, potentially as a follow-up PR, would be a way to manually trigger a scan for any news site, or for all news sites, which is currently only feasible on the command line.)
