Expected behavior:
Menu bar should be visible at all times on primary monitor when in full screen on another monitor

Actual behavior:
Menu bar is hidden on primary monitor when video is set to full screen on another monitor. You can access by bringing the mouse to the top of the screen and waiting for it to slide down.

Steps to reproduce:
Enable legacy fullscreen, open video in full screen.

How often does this happen?
Always, except when another non-full screen video is open
