Expected behavior:
The float on top button has a little padding so it won't be flush with the edge of the window, like in LTR
Actual behavior:
If you set Hebrew as the language and turns on "Always show float on top status in the title bar" in the settings, you can see that the snap button is adjacent to the edge of the window:
